According to the relevant person in charge of Xi 'an Housing Maintenance Fund Management Center, according to the regulations, the exclusive part within the scope of maintenance funds accounts for more than one third of the total construction area, and the owners who account for more than one third of the total number have objections to the emergency use of maintenance funds. Submit a written application and related materials to the unit that issued the confirmation of emergency use of maintenance funds, and the unit that accepts the application shall conduct an audit within three working days. If it is not within the scope of emergency use of maintenance funds, the emergency use shall be terminated.
Property companies that violate the rules will be blacklisted directly.
In view of the problem that some residential owners reported that individual property companies forged their owners' signatures to extract maintenance funds, the person in charge introduced that as long as the owners found that the property service companies forged their signatures during the publicity period, they could directly file a written complaint with the district property management administrative department. Once verified by the district property management administrative department, the housing management department will incorporate the illegal information of the property company into the public credit information system and "blacklist" according to law. At the same time, car owners can pursue the legal responsibility of counterfeiters through legal channels.
At the same time, in order to protect the legitimate rights and interests of the owners of maintenance funds, the housing management department will publicize the use of maintenance funds through the website of Xi Housing Management Bureau, prominent positions in the property area and major media before the use of maintenance funds, so as to enhance the openness and transparency of the use of maintenance funds; Establish a third-party price audit system, and the third-party professional organization will check the project cost of the maintenance fund to prevent the project cost from being overestimated.
