The following management processes are only applicable to national social science fund (key, general and youth) projects:

I. Statement

Every year in 65438+February, the National Social Science Planning Office issues a project declaration announcement. 1-3 months is the time to declare and demonstrate.

Second, the project

Through the two stages of communication review and meeting review, the National Social Science Planning Office generally publishes the project list in June each year, and issues a project notice and a project receipt. The person in charge of the project shall fill in the "project receipt" according to the approved funds and prepare the expenditure plan.

After the National Social Science Planning Office issues funds to the school, the project leader fills in the Report on Setting Up Vertical Projects, and the Social Science Department and the Finance Department set up funds cards.

Third, the use of funds.

A few days ago, the National Social Science Planning Office issued the Measures for the Management of National Social Science Fund Project Funds (Caijiao [2007] No.30), and issued the Instructions on the Management Measures for the Implementation of National Social Science Fund Project Funds (Social Science Planning Office Tongzi [2007] No.8) for specific problems. In order to better implement the latest requirements of the National Planning Office of Philosophy and Social Sciences on the use of funds for national social science fund projects and further standardize the management of funds, these rules are formulated.

(1) Since 2007, new projects of the National Social Science Fund must be formulated in accordance with the requirements of the new management measures, and the reimbursement of funds shall be carried out in strict accordance with the budget. The project budget and the list of members of the research group are stamped by the Social Science Department and pasted on the fund book. Projects under research approved before 2007 shall be implemented with reference to the relevant provisions of the new measures.

(2) The project funds of the National Social Science Fund refer to the expenses directly related to the research activities during the project research, including: data fees, data collection fees, travel expenses, conference fees, international cooperation and exchange fees, equipment fees, expert consultation fees, labor fees, printing fees, management fees and other expenses.

(three) the specific provisions of the project expenditure subjects are as follows:

1. Data fee: data collection, input, copying, remake, translation, books and special software purchase during the research. Among them, the data entry fee and translation fee belong to labor service fees, which can be calculated and paid to non-research group members who provide entry or translation services or research group members who have no wage income in the form of printing and receiving forms (fill in the fee content: entry fee or translation fee) according to actual needs, but this expenditure should be strictly controlled.

2. Data collection fees: fees for questionnaire survey, data tracking and collection, case analysis, etc. during the investigation period. Reimbursement of such expenses, if there is no official invoice, must have a budget in advance, fill in the printed form (expenses are filled in according to the above subjects), calculate the tax according to the regulations, and report the expenses and related information to the Social Science Department for approval before reimbursement.

3. Travel expenses: transportation expenses, accommodation expenses and other expenses incurred in carrying out research activities in China during the project research period. Expenditure standards shall be implemented in accordance with relevant state regulations, and meal expenses shall be strictly controlled. Hospitality expenses incurred during the business trip are deducted from the corresponding food subsidies when reimbursing.

The reimbursement of gasoline and taxi expenses (local transportation expenses) shall be carried out according to the budget, and a report shall be submitted to the Social Science Department in advance, explaining the meeting or research place and the budget of gasoline and taxi expenses, and the reimbursement can be made in the travel expenses subject only after the approval of the Social Science Department.

4. Conference expenses: the expenses of small meetings held for academic discussion, consultation and coordination of projects or topics during the project research. The expenses mainly include: accommodation, catering, venue rental, etc. Meetings hosted by other units (travel agencies, hotels, etc.). ) are reported to our department for approval.

5. International cooperation and exchange expenses: transportation expenses, accommodation expenses and other expenses for going abroad (territory) on business during the project research period. This fee should be listed separately in the project budget, and can only be used after going through the examination and approval procedures (major projects, special entrusted projects and key projects need to be reported to the National Social Science Planning Office for examination and approval, while general projects and youth projects need to be reported to the Provincial Social Science Planning Office for examination and approval). Incomplete examination and approval procedures will not be reimbursed.

6. Equipment cost: the cost of purchasing or renting equipment from other units during the project research. If it is really necessary to purchase because of the project research, it should be listed separately in the project budget, and can be purchased only after being approved by the National Social Science Planning Office, and managed according to the regulations on the management of state-owned assets of the school.

Expert consultation fee: the fee paid to temporarily hired consulting experts during the project research. Do not pay consulting fees to project team members and project management related personnel. The total expenditure of consulting fees shall not exceed 5% of the total project funds for major projects and 10% of the total project funds for other projects. This fee should be listed in the project budget and reimbursed in the form of seal (the fee content should be filled in: expert consultation fee). Labor expenses: labor expenses paid to graduate students and temporary employees of other research groups who directly participate in the project research. Service fees are only paid to non-project team members and project team members who have no wage income, and project team members and project managers who have wage income are not allowed to withdraw service fees from project funds. The total expenditure of service fees shall not exceed 5% of the total project funds for major projects and 10% of the total project funds for other projects. The expenses and service fees shall be implemented according to the budget, and the receipt form (expenses: service fees) shall be filled in, and the relevant written explanation of service fees shall be submitted, which shall be reimbursed after being signed and sealed by the Social Science Department. eight

9. Printing fee: the printing fee, printing fee and copying fee of the research results of the project are paid in the process of project research.

10. Management fee: drawn by the school according to the specified proportion.

1 1. Other expenses: other expenses incurred in the process of project research except the above expenses. Other expenses should be listed separately in the budget and approved separately. The expenditure scope of other expenses probably includes: dining alone, telephone (mobile phone) fee, internet access fee, publishing subsidy, paper version fee of interim results, office supplies fee, etc.

Reimbursement of meal expenses separately: In principle, meal expenses should be reimbursed together with meeting expenses or travel expenses, and generally cannot be reimbursed separately; If a separate reimbursement is required, the person in charge of the project shall submit a written report to the social science department in advance to explain the situation, and the reimbursement can only be made after the approval of the social science department. The social science department will strictly control the proportion of reimbursement for meals alone.

Telephone charges (mobile phone charges) and internet access fees can be paid according to the actual situation, and the Social Science Department will control the reimbursement amount.

(four) the expert service fee for the appraisal of achievements shall be approved by the National Social Science Planning Office. The expenses incurred in organizing the second appraisal due to the quality problems of the results shall be deducted from the outstanding project funds. (five) the National Social Science Planning Office issued the "Notice of National Social Science Fund Project Establishment" to the unit where the project leader is located within one month after the review. The person in charge of the project shall, after receiving the notice of project establishment, prepare the project budget according to the approved funding amount and send it back to the National Social Science Planning Office for approval. (six) the person in charge of the project shall strictly implement the approved project budget, and generally shall not be adjusted. If it is really necessary to adjust the project research, it shall be submitted for approval in accordance with the following procedures:

1. The adjustment of the total budget of the project shall be reported to the National Social Science Planning Office for approval according to procedures.

The labor cost, expert consultation fee and management fee budget in the project expenditure budget are generally not adjusted. For other expenditure items, if the adjustment amount exceeds 10% of the total project budget, it shall be reported to the National Social Science Planning Office for approval according to procedures; If it does not exceed 10% of the total project budget, it shall be reported to the social science department for examination and approval and reported to the financial department for the record. (7) In order to strengthen the audit of fund reimbursement, the project leader should fill in the Summary of Fund Reimbursement Documents of National Social Science Fund Project of Sun Yat-sen University (available on the homepage of Social Science Department/download space/form of National Planning Office/download) and attach relevant documents (relevant written reports are required for project expenditures), and submit them to Social Science Department for approval before reimbursement. (8) When the project applies for appraisal settlement, the person in charge of the project shall fill in the "Final Statement of Funds" of "Appraisal settlement book", truthfully reflect the situation of the spent funds, and attach the detailed account of the project funds printed by the financial management system. Unused funds (including reserved funds that have not yet arrived) shall be specified in detail. (within one and a half years from the date of settlement, if the total net balance of the fund exceeds 2,000 yuan, it will be returned to the National Social Science Planning Office. 9) After the research results of the project pass the acceptance, the fund balance of the monograph project with great difficulty in publishing and strong academic nature can be used for the publication subsidy of the research results of the project. The remaining net balance of funds (including publishing subsidies) can not be a long-term loss. (ten) in view of the current situation that the expenditure of the national social science fund is not much, the project leader should implement the project expenditure according to the project schedule, and there should be no unreasonable use of funds such as a large amount of surplus project funds and centralized reimbursement. (eleven) these measures shall be officially implemented as of the date of official announcement, and the original reimbursement methods shall be abolished at the same time.

Fourth, the annual inspection

According to the regulations, key projects of the National Social Science Fund should fill in the Annual Checklist of Key Projects of the National Social Science Fund one year after the project is established. General projects and youth projects will be inspected annually according to the notice of the State Planning Office.

If the project leader has the following changes in the research process, he/she needs to fill in the Approval Form for Changes in Important Matters of National Social Science Fund Projects, fill in the detailed reasons for the changes, and submit them to the Social Science Department of the school. The changes can only be implemented after being approved by the superior competent unit:

1. Apply for project extension. If it is the first time to apply for extension, and the application time is within one year, it will be examined and approved by the Planning Office of Philosophy and Social Sciences of Guangdong Province; If it is the second application for extension, or if the application for extension exceeds one year, it will be examined and approved by the National Planning Office of Philosophy and Social Sciences.

2, change the form of results, the project management unit, project leader, project name, or project research content has a major adjustment, the application for withdrawal or suspension, approved by the State Planning Office of Philosophy and Social Sciences.

3. If you want to use this fund to go abroad or leave the country, you must have a budget in advance and apply for it, which will be examined and approved by the National Planning Office of Philosophy and Social Sciences.

4. Changing the members of the research group shall be approved by the Guangdong Philosophy and Social Planning Office.

Description of settlement items of intransitive verbs

1. Any application for national social science fund projects (including key, general, youth and entrusted projects, etc.). ) must fill in the "national social science fund project review and approval form". The approval form is in triplicate, the introduction of the results is in duplicate, and the final results are in quintuplicate.

2. Please fill in the approval form truthfully according to the instructions.

(1). Please sign your name and time in the "Statement" column on the first page.

⑵. The academic papers in the column of "Achievements of the main stage of the research group" must be published during the research period; A paper that takes the form of a paper as the final result cannot be regarded as a phased result.

⑶. The introduction of the final results of the project should be compiled according to the requirements of "Main Contents and Requirements Prompt" in the table, printed in quadruplicate on A4 paper and not bound with the approval.

(4). In the final statement of funds, please ask the project leader to enter the financial system of the finance department, print out the detailed account of capital expenditure, and clip it in the final statement of funds. And please fill in the detailed summary in the corresponding column of the final accounts of funds according to the requirements of the latest Measures for the Administration of the Use of Funds.

The contents of "account name, account number and bank" can be left blank, and shall be uniformly filled in by the social science department.

5]. The approval document does not need to be bound, but can be clamped with a dovetail clamp.

3, the final result of the project requirements:

(1). Papers published in the form of "Papers (Sets)" may not be officially published, but may also be officially published; In principle, the papers filled in the column of phased results cannot be regarded as the final results.

(2) In the form of "research report" or "book", it must be printed and can be easily bound;

The names of the person in charge of the project and the members of the research group cannot appear in the results, and only the names of the results can be printed on the cover of the results. Papers published in the form of papers (collections) also need to be anonymous (no personal information such as name and company), so please erase the relevant information yourself.

(3) The conclusion of the paper must be marked with the words of fund support in a prominent position, otherwise it cannot be regarded as a conclusion; If the published papers are inconsistent with the contents of the research project, they cannot be regarded as conclusive results.

4. The National Social Science Planning Office will strengthen the management of the quality of the results, and according to the opinions of exchange evaluation experts, it will be divided into the following evaluation grades: excellent; Good (expert opinion, request revision before publication); Qualified (according to expert opinions, it needs to be returned for further modification); Unqualified. Therefore, please ask the person in charge of the project to close the project, ensure the quality on time (in line with the research contents and results of the original application, and have to change the research contents without reporting the changes), and make preparations for the project closure.

5. If the final achievement of the National Social Science Fund is a work, it must be appraised before it can be published.
