Article 4 All units and individuals engaged in the protection and management, domestication and breeding, teaching, scientific research, resource development, operation and utilization of wild animals in this city must abide by these Measures.

Article 5: Any unit or individual has the obligation to protect wild animal resources, and has the right to report and accuse any behavior that encroaches on or destroys wild animal resources.

Article 6 The administrative departments in charge of agriculture (forestry) and fishery of the people's governments at all levels in this city (hereinafter collectively referred to as the administrative departments for wildlife) are responsible for the implementation of national wildlife protection laws, regulations and these measures, and are responsible for the inland areas under their respective jurisdiction.

Article 7 The operating expenses of wildlife protection agencies shall be included in the fiscal budget of the same level.

The city established a wildlife protection fund.

Sources of funds include special financial appropriations, self-raising by wildlife conservation agencies, and donations from domestic and foreign units or individuals.

The wildlife protection fund shall be managed by the municipal wildlife administrative department and shall all be used for the municipality’s wildlife protection undertakings.

Chapter 2 Protection and Management of Wild Animals Article 8 The list of wild animals under special protection in this city shall be formulated and promulgated by the Municipal People's Government.

Article 9 People's governments at all levels in this city shall carry out publicity and education on the protection of wild animals, and may determine appropriate times as the Wild Animal Protection Publicity Month, Bird Love Week, etc., to raise citizens' awareness of the protection of wild animals.

Article 10: Protect the living environment of wild animals and do not allow pollution and damage. It is prohibited to accumulate or dump pollutants in the main habitats and breeding places of protected wild animals.

The pollution emissions of approved construction projects shall not exceed the prescribed emission standards.

In the main areas or waters where wild animals live, breed, and feed in this city, wild animal nature reserves or protected hunting areas and prohibited fishing areas may be delineated.

The delimitation of wildlife nature reserves in this city shall be proposed by the municipal wildlife administrative department and announced upon approval by the Municipal People's Government; the delimitation of hunting zones shall be proposed by district and county wildlife protection agencies and approved by the district and county people's government.

Article 11 It is prohibited for any unit or individual to illegally hunt wild animals under special protection by the state and this city.

If the relevant departments or units of this city need to hunt wild animals under national key protection for teaching, scientific research, breeding, exhibitions, exchanges, donations, medicinal purposes, or other special circumstances, they shall do so in accordance with the provisions of Article 16 of the Wildlife Protection Law;

Those who need to hunt key protected wild animals in this city must be reviewed by the municipal wildlife protection agency, reported to the municipal wildlife administrative department for approval and obtain a special hunting license, hunting license or fishing license and other licenses.

Article 12 Units and individuals who have obtained a license must carry out operations in accordance with the types, quantities, locations, deadlines, tools and methods specified in the license to prevent accidental hunting, accidental capture, accidental injury of wild animals or damage to their living environment.

Rescue measures should be taken immediately for accidentally injured wild animals; wild animals accidentally caught must be released immediately; dead wild animals under national key protection should be reported to the local wildlife protection agency immediately for processing.

Article 13 It is prohibited to use military weapons, air guns, explosives, poisons, hunting snares, ground bows and other tools, or to use fire attacks, electric shocks and other methods to hunt wild animals.

Article 14 Units and individuals who really need to enter this city’s wildlife nature reserves or hunting zones to conduct inspections, teach and practice, collect specimens, or take photos or videos of wild animals must report to the city or district or county wildlife authorities respectively.

The conservation agency submits an application and it will be arranged after approval.

Article 15: The state encourages the domestication and breeding of wild animals.
