Effective from October 1, 1998.
Article 1 of Chapter 1 General Provisions of the Guangdong Provincial Highway Management Regulations of August 16, 1998 is to strengthen the construction and management of highways, ensure the safety, smoothness and efficient operation of highways, and give full play to the role of highways in the national economy.
Function, these regulations are formulated in accordance with the Highway Law of the People's Republic of China and relevant laws and regulations, and in combination with the actual conditions of our province.
Article 2 The planning, construction, and operation of expressways in this province, as well as vehicle drivers and passengers traveling on expressways, as well as units and individuals engaged in other activities within the scope of expressway management, shall abide by these regulations.
Article 3 The provincial transportation department is the department in charge of highways in the province and is responsible for the organization, implementation, supervision and inspection of these Regulations. The highway management agency established by it is responsible for the highway management of national highways, national trunk lines, and provincial highways.
Expressways that are not national highways, national trunk lines, or provincial highways are managed by the municipal transportation authorities at or above the local level.
Urban expressways and expressways connecting expressways are managed in accordance with the "Urban Road Management Regulations" promulgated by the State Council.
The public security organs are responsible for the traffic safety and public security management of expressways.
Provincial planning, land, construction and other relevant departments and people's governments at all levels along the highway should assist in highway management in accordance with their respective responsibilities.
Article 4 Domestic and foreign enterprises and other organizations and individuals are encouraged to build expressways and engage in expressway operations through sole proprietorship, joint venture or cooperation.
Chapter 2 Development Plan Article 5 Expressway planning must comply with the national highway overall plan, be prepared in accordance with the needs of our province’s economic and social development and national defense construction, coordinate with the development plans of other relevant industries, and be consistent with the urban construction and development plan

Article 6 The province's highway planning shall be prepared by the provincial transportation department in conjunction with relevant provincial departments and the people's governments at or above the prefecture level along the route. After being submitted to the provincial people's government for approval, it shall be reported to the transportation department of the State Council for filing.
Article 7 The approved highway plan is the basis for formulating highway construction plans and determining highway construction projects.
Modifications to highway planning must be approved by the original approval authority.
Article 8 People's governments at all levels shall incorporate the planned land for highways into the overall land use plan and shall not change the nature of the land. The land acquisition and demolition fee standards shall be implemented in accordance with relevant laws and regulations.
Chapter 3 Fund Raising Article 9 Funds for highway construction in this province shall be raised in the following ways: (1) Financial allocations from people's governments at all levels; (2) Highway construction funds; (3) Loans from domestic and foreign financial institutions or foreign governments; (4)
Issuance of highway construction bonds or stocks; (5) Investments, donations, and grants from domestic and foreign enterprises or other organizations, individuals, (6) Transfer of highway and bridge operating rights; (7) Other methods of raising funds stipulated or permitted by the state.
Article 10 If vehicle tolls are required to be collected on expressways built using loans, raised funds or invested by domestic and foreign economic organizations in accordance with the law, they must be approved by the Provincial People's Government.
The charging standards for highway vehicle tolls (including adjustments to charging standards) shall be reviewed by the provincial transportation department in conjunction with the provincial pricing department and then submitted to the provincial people's government for approval.
Charging units shall publish charging items and charging standards at fixed charging places and accept social supervision.
To collect highway vehicle tolls, bills issued by the Provincial Local Taxation Bureau must be used.
Article 11 All special highway funds approved for collection shall be included in the financial budget or special financial account management.
The annual use plan is prepared by the provincial transportation department, reviewed by the provincial planning and finance departments, and summarized and issued by the provincial planning department.
Various special funds for highways are used for a fee and are used exclusively for special purposes.
Chapter 4 Construction and Maintenance Article 12 The design and construction of expressway construction projects shall be organized and implemented in accordance with relevant laws, regulations, rules and highway engineering technical standards, standardize project supervision, and ensure project quality.
After the highway construction project is completed, it shall be inspected and accepted in accordance with relevant national regulations.
If it has not been inspected or failed to pass the acceptance inspection, it shall not be officially put into use.
Article 13 The people's governments of cities and counties along the highway are responsible for the organization of land acquisition, demolition, and resettlement for highway construction.
