The environmental protection department is responsible for guiding the investigation and assessment of the environmental conditions of rural drinking water sources and environmental supervision, and urging local governments to regard the prevention and control of pollution in rural drinking water sources as a key water pollution prevention and control, groundwater pollution prevention and control, river and lake ecological environment protection projects, and comprehensive rural environment

Prioritize the implementation of the policy of "promoting treatment through rewards" and coordinate the overall solution to the problem of water quality improvement in polluted water sources.

Article 6 The construction standards and engineering design, construction and construction management of rural drinking water safety projects shall comply with relevant national and provincial technical standards, norms and regulations.

The pipes, facilities and equipment used in the project shall comply with the requirements of relevant national product quality standards and relevant technical specifications.

Article 7 Rural drinking water safety projects shall be reviewed and approved by local development and reform departments in different situations.

For projects that implement the approval system, the project approval department may merge or reduce certain approval links based on the approved rural drinking water safety project plan and the actual situation of the project.

For projects constructed by enterprises that do not use government investment, an approval system shall be implemented in accordance with regulations.

The project approval (verification) procedures and authority divisions in various regions are determined by the provincial development and reform commissions in consultation with the water conservancy and other departments at the same level in accordance with the relevant principles and policies of the State Council on promoting the reform of the investment system, transforming government functions, reducing and decentralizing investment approval matters, and improving administrative efficiency.

The engineering design plan shall include water source engineering selection and protection, water source water quantity and quality demonstration, water supply engineering construction, water quality purification, disinfection, and water quality testing facility construction, etc.

Among them, projects with a daily water supply of 1,000 cubic meters or a water supply population of more than 10,000 people (hereinafter referred to as "thousand-ton-ten-thousand-person" projects) should establish a water quality testing room, configure corresponding water quality testing equipment and personnel, and implement operating funds.

Planning and design documents for rural drinking water safety projects should be prepared by units with corresponding qualifications.

Article 9 Rural drinking water safety projects shall carry out hygienic evaluation work in accordance with regulations.

Article 10 Based on the construction tasks determined in the plan, preliminary work status of each project and annual application requirements, all provincial development and reform and water conservancy departments shall submit annual central subsidy investment proposal plans for rural drinking water safety projects to the National Development and Reform Commission and the Ministry of Water Resources.
