Article 4 Planned water use, scientific water use and water conservation shall be implemented. Chapter II Water Use Plan Article 5 The water-saving administrative department shall, jointly with relevant departments, work out the urban water-saving professional plan and the annual water use plan according to the overall water resources plan and the long-term water supply and demand plan, and implement them after being submitted for approval in accordance with the prescribed procedures. Sixth municipal water-saving administrative departments shall, jointly with relevant departments, formulate water quota. Seventh water units should declare the water plan according to the following procedures:
(a) water users should submit the water plan for next month to the competent department before the end of each month;

The municipal water-saving office and the district (city) water-saving administrative department shall, according to the annual water use plan and referring to the water quota, examine and approve the water use plan for next month, and issue it to the competent department of water use unit (the transportation system water use plan is issued to the Municipal Economic Commission) or the water use unit for execution. Article 8 The municipal water-saving office and the district (city) water-saving administrative department may adjust the water use plan according to the water supply situation and the needs of life and production, and notify the water users or their competent departments in time.
Water units need to increase water consumption due to special circumstances such as production and operation, and need to reduce or stop water consumption due to business suspension, and shall report to the municipal water-saving office or the district (city) water-saving administrative department in a timely manner. Ninth new water units or temporary use of urban public water supply due to capital construction, etc., must declare the water plan to the municipal water-saving office or the district (city) water-saving administrative department. Tenth water units must implement the water plan. The municipal water-saving office and the district (city) water-saving administrative department shall assess the water users according to the water use plan issued. Eleventh assessment of water users' water use plans shall be based on the actual water consumption confirmed by both the water supply unit and the water users. Twelfth water users exceed the planned water use, in accordance with the relevant provisions of the payment of water charges. Chapter III Water Management Article 13 Water users must install measuring instruments that meet national standards in accordance with regulations; Household measuring instruments should be installed in urban residential buildings. Measuring instruments should be kept intact.
Urban residents' domestic water is strictly prohibited to implement the package fee system.
It is forbidden to resell urban public water supply. Fourteenth water users should strengthen the management of water metering, establish and improve the statistical system of water use, and regularly submit the required reports and materials to the municipal water-saving office or the district (city) water-saving administrative department. Fifteenth water supply units, water units, housing management units and individuals shall, according to the ownership of property rights, timely repair and maintain their respective water supply and water facilities, equipment and appliances, and shall not run water or leak water. Sixteenth sanitary washing (including car washing), building materials soaking, etc. Containers must be used or other water-saving measures must be taken. Seventeenth water users must use water-saving equipment and appliances that meet the national standards. The new house must use sanitary ware and accessories that meet the national standards; The sanitary wares and fittings that have been installed in the built houses and have been explicitly eliminated by the state shall be replaced by the housing property unit.
Equipment cooling water must be recycled and not directly discharged. Eighteenth water users should regularly carry out water balance test, on the premise of ensuring water quality, improve the reuse rate of water. If the reuse rate of industrial water can not meet the requirements, the water use plan should be reduced as appropriate.
Urban residents advocate multiple uses of domestic water. Nineteenth new construction, expansion and reconstruction projects should adopt water-saving technology or equipment. Supporting the construction of water-saving facilities should be designed, constructed and put into use at the same time as the main project. The water-saving administrative department shall participate in the completion and acceptance of water-saving facilities. Chapter IV Management of Groundwater and Alternative Water Article 20 The water-saving administrative department shall participate in the investigation and evaluation of groundwater in urban planning areas, establish a management system and monitoring network for groundwater development and utilization, strengthen the development, utilization and protection of groundwater, and prevent and avoid excessive exploitation of groundwater.
