On October 29, 2007, Shijiazhuang City Urban Resident Basic Medical Insurance Implementation Rules (Trial) Chapter 1 General Provisions Article 1 These implementation rules are formulated in accordance with the "Shijiazhuang City Urban Resident Basic Medical Insurance Implementation Plan".

Primary and secondary school students and kindergarten children who have a rural household registration and study with their parents in the city's urban areas all year round can voluntarily participate in the Shijiazhuang City Urban Residents Medical Insurance.
Article 3 Resident medical insurance follows the principles of “low level, wide coverage, mass voluntariness, territorial management, and overall coordination” and focuses on ensuring the medical needs of urban residents for inpatient and outpatient serious illnesses.
Article 4 Resident basic medical insurance premiums (hereinafter referred to as resident basic medical insurance premiums) shall be raised through a combination of individual or family contributions, government subsidies, and social donations.
The Basic Resident Medical Insurance Fund (hereinafter referred to as the Basic Medical Insurance Fund) adheres to the principle of "determining expenditures based on revenue, balancing revenue and expenditure, and making slight savings."
Article 5 Resident medical insurance is managed by the Municipal Labor and Social Security Bureau, coordinated by the Municipal Finance Bureau, Municipal Health Bureau, Municipal Public Security Bureau, Municipal Civil Affairs Bureau, Municipal Disabled Persons’ Federation, Municipal Education Bureau and district governments, and managed by the Municipal Medical Insurance Management Center
(hereinafter referred to as the Medical Insurance Center) is handled by the Personnel, Labor and Social Security Bureau of each district, and the labor and security workstations in the respective jurisdictions are organized to carry out resident medical insurance work.
Chapter 2 Management Agency Responsibilities Article 6 The Municipal Labor and Social Security Bureau is the administrative department for the city’s residents’ medical insurance. Its main responsibilities are: (1) Formulate the overall plan for the residents’ medical insurance pilot.
(2) Formulate policies and regulations for resident medical insurance.
(3) Responsible for the implementation of resident medical insurance policies.
(4) Supervise and guide the implementation process of resident medical insurance.
(5) Responsible for the qualification review of designated medical institutions in urban areas.
(6) Coordinate and resolve disputes regarding resident medical insurance.
(7) Implement rewards and punishments for units and individuals that implement resident medical insurance policies.
Article 7 The Municipal Medical Insurance Management Center (hereinafter referred to as the Medical Insurance Center) is the agency responsible for the urban residents’ medical insurance. Its main responsibilities are: (1) Earnestly implement the policies and regulations of the residents’ medical insurance, and put forward suggestions for improving and perfecting the residents’ medical insurance system.

(2) Prepare budget and final accounts of the revenue and expenditure of the Resident Basic Medical Insurance Fund.
(3) Responsible for the collection, payment and management of residents' basic medical insurance funds.
(4) Select and determine designated medical institutions for resident medical insurance.
(5) Work with the price department to supervise and inspect the charging standards and drug prices of designated medical institutions.
(6) Responsible for the review of medical expenses and related materials of designated medical institutions.
(7) Entrusted by the Municipal Labor and Social Security Bureau, inspect, assess, reward and punish the implementation of resident medical insurance policies by designated medical institutions, community labor and social security workstations and individuals.
(8) Responsible for the summary and filling of various financial, accounting and statistical reports for resident medical insurance.
(9) Undertake community labor and security workstations and residents’ consultation and inquiries on resident medical insurance.
(10) Responsible for the guidance of the city’s residents’ medical insurance handling business.
Article 8 The personnel, labor and social security departments of each district are responsible for organizing the labor and security workstations in their respective jurisdictions to carry out resident medical insurance work.
The main responsibilities of the labor and social security workstation are: (1) Earnestly implement the policies and regulations of resident medical insurance, and do a good job in publicity and education.
(2) Responsible for the household survey of residents’ medical insurance, insurance registration, and computer information creation and uploading.
(3) Responsible for assisting in the collection of medical premiums paid by individual residents or families and the declaration of government subsidy funds for resident medical insurance.
(4) Responsible for the preparation and submission of reports related to resident medical insurance.
(5) Responsible for the issuance of resident medical insurance cards, medical records, and medical insurance manuals.
(6) Responsible for the reimbursement of residents’ medical expenses.
(7) Responsible for inquiries about resident medical insurance.
(8) Undertake other matters related to resident medical insurance.
Article 9 Designated medical institutions should set up a medical insurance department or designate a dedicated person to be responsible for resident medical insurance.
Its main responsibilities are: (1) Undertake the medical service business of resident medical insurance and formulate relevant management systems.
(2) Earnestly implement the policies and regulations on resident medical insurance, and do a good job in publicity and education.
