In order to thoroughly implement the spirit of the 17th National Congress of the Communist Party of China, fully implement the "Decision of the Central Committee on Several Major Issues in Building a Harmonious Socialist Society" and the "Opinions of the Central Committee of the State Council on Strengthening and Innovating Social Management", strive to build a team of high-quality social work professionals and provide strong talent support for building a harmonious socialist society, we hereby put forward the following opinions on strengthening the construction of social work professionals.

First, strengthening the construction of social work professionals is an important and urgent strategic task in building a harmonious socialist society.

1. Fully understand the importance and urgency of strengthening the construction of social work professionals. Building a harmonious socialist society is an important strategic task put forward by the CPC Central Committee from the overall layout of Socialism with Chinese characteristics's cause and the overall situation of building a well-off society in an all-round way. To realize this strategic task, we must speed up social construction focusing on safeguarding and improving people's livelihood on the basis of economic development, strengthen and innovate social management, vigorously develop social undertakings, and cultivate a team of social work professionals with sufficient quantity, reasonable structure and excellent quality. Social work professionals refer to professionals who have certain professional knowledge and skills in social work and directly provide social services in the fields of social welfare, social assistance, charity, community building, marriage and family, mental health, rehabilitation of the disabled, education consultation, employment assistance, employee assistance, crime prevention, drug addiction treatment, corrective education, population and family planning, dispute mediation and emergency response. Giving full play to their professional advantages in personalized and diversified services such as difficulty relief, contradiction mediation, humanistic care, psychological consultation, behavior correction and relationship adjustment plays an important and fundamental role in solving social problems, coping with social risks, promoting social harmony and promoting social development.

Since the reform and opening up, especially since the Sixth Plenary Session of the 16th CPC Central Committee, China's social work professionals have made important achievements, social work education has begun to take shape, personnel training efforts have gradually increased, system construction has been steadily advanced, and practical exploration has been deepened. Social work professionals are playing an increasingly important role in improving social service level, solving people's difficulties, resolving social contradictions and reducing disharmony factors. However, on the whole, the development of social work professionals is lagging behind, and there are still some problems such as imperfect institutional mechanisms and policy systems, a large gap in the number of talents, low ability and quality, and unreasonable structure. It is incompatible with the people's growing demand for social services, and there is still a big gap with the requirements of building a harmonious socialist society. We should fully understand the great significance of strengthening the construction of social work professionals from the overall and strategic perspective of thoroughly implementing Scientific Outlook on Development, building a harmonious socialist society, improving the party's ruling ability and consolidating the party's ruling foundation, further emancipate our minds, update our concepts, and take effective measures to speed up the construction of social work professionals.

Two, strengthen the guiding ideology, working principles and objectives and tasks of the construction of social work professionals.

3. Strengthen the working principles of the construction of social work professionals. Organize and implement the professional capacity building project for social work service talents, focusing on large-scale and systematic social work professional knowledge training for people directly engaged in social services in urban and rural grass-roots residents' (village) autonomous organizations, community service organizations, public service institutions, charitable social organizations and grass-roots social service departments, so as to effectively improve their professional quality and level. Implement the training project of high-level social work professionals, train a group of high-level social work professionals, and give play to their important role in social work education, research and supervision. We will implement the project to improve the comprehensive quality of social work management talents, focusing on strengthening the training of management talents in social service institutions such as social welfare, social assistance, community service, rehabilitation of the disabled, marriage and family, and employee assistance, so as to improve the scientific level of social work service management. In a planned and step-by-step manner, cadres engaged in social management and public services, especially leading cadres, in party and government departments, people's organizations, relevant institutions and some law enforcement units will be trained in the basic theory, professional knowledge and methods of social work, so as to improve their ability to carry out social services, manage social affairs, coordinate interests, do mass work well and build a harmonious society. Cadres of party and government departments, people's organizations, relevant institutions and some law enforcement units who are selected to exercise at the grassroots level, and college graduates who serve in villages and communities should be recruited to popularize professional knowledge of social work. Relying on qualified universities, cadre colleges, research institutes, training institutions and social service institutions to carry out training work. Research and develop social work training courses and teaching materials in different fields. Increase the construction of social work training teachers, and build a training teacher team with a combination of full-time and part-time jobs and a high level of theory and practice. To meet the requirements of building a new socialist countryside, we should increase the training of social work professionals who provide services to special groups and people in difficulty in rural areas, and explore the absorption and use of social work professionals in qualified towns and rural communities. Create conditions to guide and encourage social work professionals to provide services in rural communities. In communities where ethnic minorities live in compact communities and there are many religious believers, social work professionals who are firm in political stance and familiar with ethnic and religious affairs can be deployed as needed.

13. Increase the use of social work professionals by relevant administrative departments and mass organizations. The relevant administrative departments and mass organizations undertaking social service functions shall, according to the needs of career development, gradually use social work professionals to improve their social service management capabilities. Pay attention to training and selecting outstanding talents who are familiar with social work and social policies to enter the leading bodies of local and relevant departments and units. 14. Establish a flow mechanism for social work professionals.
