Chapter I General Provisions Article 1 These Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this province in order to promote social integrity, encourage courageous people and protect the legitimate rights and interests of courageous people. Article 2 These Regulations shall apply to the work of rewarding and guaranteeing the courageous people within the administrative area of this province. Article 3 The term "being courageous" as mentioned in these Regulations refers to the act of stopping illegal and criminal acts being carried out or carrying out emergency rescue and disaster relief in order to protect national interests, social public interests or the personal and property safety of others. Article 4 The reward and guarantee for courageous people shall be based on the combination of government leading and social participation, the combination of spiritual encouragement, material reward and social security, and the principle of fairness, openness and timeliness. Article 5 The people's governments at or above the county level shall be responsible for the reward and guarantee of courageous people, and establish and improve the working mechanism of coordination and cooperation among relevant departments.

Public security, civil affairs, human resources and social security, finance, education, health, housing and urban and rural construction, auditing, judicial administration and other relevant departments shall, according to their respective functions and duties, do a good job in rewarding and guaranteeing the courageous people, and the daily work shall be organized and implemented by the public security organs.

Trade unions, Communist Youth League, women's federations, disabled persons' federations, etc. Should help reward and protect the courageous people. Sixth people's governments at or above the county level shall set up a courageous evaluation committee, which shall be responsible for confirming the courageous behavior.

The evaluation committee is composed of civil affairs, public security, human resources and social security, finance, education, health, housing and urban and rural construction, judicial administration and other related professionals. The establishment of the evaluation committee office is decided by the people's government at the same level.

The evaluation committee shall formulate the confirmation methods for the courageous acts and publicize them to the public. Article 7 The people's governments at or above the county level shall arrange special funds for the courageous people and their families in the annual financial budget for treatment, pension, commendation, reward, subsidies for living difficulties, rehabilitation subsidies and economic compensation, and formulate measures for the management and use of funds.

The people's governments listed at the provincial and prefecture levels shall increase their support for underdeveloped areas within their respective administrative areas in the special funds for charitable acts. Article 8 A courageous foundation established within the administrative region of this province shall reward and guarantee courageous people in accordance with laws, regulations and articles of association.

The sources of funds of the Samaritan Foundation mainly include financial allocation, fundraising income, donation income and other legitimate income.

Encourage social forces to donate to the Samaritan Foundation. Article 9 Citizens are encouraged to take appropriate and effective measures to carry out the following courageous acts:

(a) to stop illegal and criminal acts that endanger national security, public safety or disrupt social order;

(two) to stop the illegal and criminal acts that are infringing on the state and collective property or the personal and property safety of others;

(three) emergency rescue, disaster relief, rescue, to protect the state, collective property or the personal and property safety of others;

(4) Other courageous acts. Tenth to encourage the whole society to support the courageous behavior, respect and protect the courageous people.

Encourage state organs, social organizations, enterprises, institutions or other organizations and individuals to give help to the courageous people.

Encourage social forces and courageous people to work in units, residents' committees and villagers' committees to provide economic help and rewards to courageous people. Eleventh people's governments at or above the county level and their relevant departments, trade unions, the Communist Youth League, women's federations, disabled federations, etc. We should strengthen the propaganda of courageous acts and encourage citizens to carry out courageous acts.

The news media should publicize good deeds in a timely manner and report activities that reward, guarantee and help good deeds. Chapter II Confirmation Article 12 Persons who commit the acts specified in Article 3 of these Regulations and their close relatives may apply to the people's government at the county level where the acts occurred or the people's government of a prefecture-level city without districts for confirmation of the courageous acts, and submit relevant certification materials. Relevant units and individuals can also recommend courageous people.

The application and recommendation for confirming the act of doing good deeds shall be made within six months from the date of occurrence.

If there is no applicant or recommender, the review committee of the people's government at or above the county level may confirm it according to its functions and powers. Thirteenth courageous evaluation committee shall, within three working days from the date of accepting the application for written confirmation and recommendation, organize investigation and evidence collection, and the relevant units and individuals shall cooperate. Fourteenth courageous evaluation committee shall publicize the deeds of those who are to be recognized as courageous and solicit public opinions. The publicity time shall not be less than seven working days. However, the circumstances specified in the first paragraph of Article 28 of these Regulations are excluded. Fifteenth people's governments at the county level shall make a written decision within thirty days from the date of accepting the application for confirmation or recommendation; If the situation is complicated and needs to be postponed, it may be extended for ten working days with the approval of the person in charge of the review committee, and the applicant or recommender shall be informed. The publicity time is not included in the confirmation work time.

The people's government at the county level shall issue a courageous certificate to the courageous people or their close relatives; If it is not recognized as a courageous act, it shall inform the applicant or recommender in writing and explain the reasons.

The list and deeds of the courageous people should be made public. However, the circumstances specified in the first paragraph of Article 28 of these Regulations are excluded.
