The annual labor security review system is a measure for the labor security administrative department to supervise and inspect the employer's compliance with labor security laws, regulations and rules on an annual basis. According to the relevant provisions of the state on the annual examination of labor security and the annual examination of Social Insurance Registration Certificate for employers, the municipal enterprises, private non-enterprise units, foreign units stationed in Guangzhou, private enterprises, individual economic organizations, administrative organs, institutions (including financial allocations) and social organizations registered in the Municipal Administration for Industry and Commerce all need to conduct annual examination in this bureau.

1. Place and time of annual examination of labor security and social insurance registration certificate

(1) Place of submission:

2. The following information should be brought when handling the annual labor inspection and the annual social security registration certificate

(1) Information provided to the labor security department for retention

1. Copy of the Business License or the registration certificate of the administrative organ, institution (financial allocation) or private non-enterprise unit;

2. A copy of the Organization Code Certificate;

3. Units with branches should also fill in the Registration Form of Subordinate Branches and the information about the branches' participation in social insurance, and provide a copy of the branch unit registration certificate and a copy of the Organization Code Certificate;

4. The unit that has a labor service agreement shall provide the labor service agreement signed with the labor service company (copy) and the roster of laborers (stamped with the official seal of the unit).

(II) Preparation of inspection materials

1. The Manual for Annual Examination of Labor Security and the Social Insurance Registration Certificate filled out as required;

2. Labor contracts (all for less than 3 people and 3 for more than 3 people);

3. Examination and approval procedures for hiring floating personnel;

4. Employment permit certificates for foreigners, Taiwan, Hong Kong and Macao;

5. Approval Form for Collection of Social Insurance Fund (December 23); If the on-the-job employees are not insured in their own units, they shall provide the certificates issued by the social insurance agencies that have participated in social insurance in other units, and the retirees shall be submitted with retirement certificates;

6. Last month's payroll at the time of annual review;

7. Approval form for comprehensive calculation of working hours;

8. Manual for Annual Review of Disabled Employment;

9. Employment agencies shall be provided with the Labor Agency License and social institutions shall be provided with the Social Forces School License.

(3) The central, military and provincial units in Guangzhou who participate in unemployment and medical insurance in this city should carry the following materials:

III. Procedure (process) of annual review of labor security

1. The employer receives the annual review data (the online annual review unit may not receive the Manual of Annual Review of Labor Security), actively conducts self-correction and self-inspection, and provides the information on its compliance with relevant labor laws and regulations as required;

2. The employer sends the completed Manual of Annual Review of Labor Security, the annual report form of social insurance and the above materials to the annual review window set up by our bureau for annual review; Review the Manual on Annual Examination of Labor Security and the Social Insurance Registration Certificate;

3. Those who pass the annual examination of labor security will be issued with the Registration Certificate of Annual Examination of Labor. If the declared materials do not meet the requirements, all materials will be returned.

IV. Charging standard

According to the Reply of the Provincial Price Bureau on Charging the Annual Examination License Fee (YJH [1999] No.159), all employers should pay the annual examination license fee to each household in 5 yuan with the payment notice issued by our bureau before receiving the annual examination manual and registration certificate.
