First, the reporting conditions

(1) Abide by People's Republic of China (PRC) laws and regulations, have good scientific ethics, and consciously practice the spirit of scientists in the new era;

(3) Having a doctorate;

(4) The research direction is mainly natural science and engineering technology.

(5) Before April 15, 2022, you should generally obtain a formal teaching or research position in an overseas university, scientific research institution or enterprise research and development institution, and have more than 36 consecutive months of work experience; Those who have obtained a doctorate abroad and have outstanding performance may appropriately relax the requirements for working years;

(6) Obtaining scientific research or technological achievements recognized by peer experts, and having the development potential of becoming an academic leader or outstanding talent in this field;

(7) The applicant did not return to China full-time (China) or returned to China after 200211(China). After receiving the notice of funding, you must resign from overseas work or have no job abroad, and return to China (China) full-time for not less than 3 years;

(8) Requirements: Implement the requirements of relevant central departments on the overall connection of the national science and technology talent plan. Only one project can be undertaken during the support period of the national science and technology talent plan at the same level, and no cross-level application can be made.

Second, the declaration procedure.

1. Determination of intended candidates: From the issuance of this notice to the registration deadline, all units are requested to summarize the intended candidates regularly and send the electronic version of the candidate information list to rcb@ustc.edu.cn before work every Friday. Those who fail to submit within the time limit are regarded as unintentional candidates. After the human resources department has passed the preliminary examination, it will open the account information for the candidates.

2. Fill in the template: At present, the personal declaration system has not been officially opened. Please prepare all the contents in advance according to the application template of outstanding overseas youth in previous years, and sign an intentional work agreement with the unit. After the system is opened, the school will inform the specific template separately.

3. Attachment preparation: Please refer to the requirements of previous years to prepare attachment materials. After the system is opened, the school will inform the requirements separately. Attachment materials should be sent to the college for review, and formally uploaded through the system after confirmation.

4. System filling: After the application content and attachment materials are reviewed by the College, please select candidates to fill in, and upload them through the Fund Committee system before going to work on April 2 (system link:/).

5. Formal submission: All colleges are requested to assist candidates to improve the materials, review the system application materials, and submit the final recommended candidate information form and the audit opinion form of college-level party organizations before going to work on April 6.

6. School audit: The school will organize a centralized audit on April 7-15 to help candidates improve their materials and submit formal application materials to the Fund Committee as required.

Third, the application materials

1. Qualified candidates, please complete the system materials online according to the requirements of the Fund Committee and the school application procedures. The applicant is responsible for the authenticity of the application materials submitted.

2. Applicants should fill in the application form online in simplified Chinese or English according to relevant requirements, and upload attachments and other materials.

3. The overseas outstanding youth project adopts paperless application, and the applicant submits the electronic application form and its attachments, impartiality commitment letter and other materials to the supporting unit online.

Fourth, the job requirements

1. Please mobilize all units widely, actively publicize the latest support policies of the school, and contact overseas alumni to recommend outstanding talents. 2. Please designate the person in charge of the introduction platform or an experienced teacher in this discipline to assist candidates in preparing application materials and follow up the application progress in time. 3. The applicant shall fill in the application materials objectively, truly and completely.
