The leaders of starting a business and getting rich in poor villages (hereinafter referred to as the leaders of getting rich) are an important part of the rural practical talents. Cultivating rich leaders is an important measure to realize the stable poverty alleviation of poor people and plays an important role in promoting poverty alleviation. According to the spirit of the Opinions of the Provincial Party Committee and the Provincial Government on Deepening Poverty Alleviation and the Notice of the Provincial Poverty Alleviation Office and other eight departments on Printing and Distributing the Implementation Plan for the Cultivation of Entrepreneurship Leaders in Poverty-stricken Villages in Jiangxi Province, the following implementation plan is formulated for the cultivation of entrepreneurship leaders in poverty-stricken villages in our county.
1. Objectives and tasks
According to the working approach of "government-led, multi-party participation, industry-led, and precise training", we will closely follow the three links of "ability training, incubation and entrepreneurship, and drive income increase", and cultivate 3-5 poverty alleviation and entrepreneurship leaders in each of the 31 poverty-stricken villages in the county during the Thirteenth Five-Year Plan, each of whom will drive more than 3 poor households out of poverty, and strive to achieve the goal of increasing the income of more than 1, poor people.
second, the basic principles
(a) the government is leading and the party building is leading. Adhere to the government's leadership, follow the laws of the market, focus on the poverty-stricken villages' poverty alleviation plan, and determine the main direction and content of the rich leaders' entrepreneurship;
Respect individual wishes and needs, encourage and guide the cultivated objects to improve their entrepreneurial skills and expand entrepreneurial channels;
in order to give full play to the role of grassroots party organizations in poor villages as fighting bastions, it is necessary to train members of the village "two committees" to become leaders in starting businesses and becoming rich, and help poor villages cultivate more "leading geese".
(2) co-ordinate resources and work together to promote. Strengthen departmental linkage, strengthen work coordination, increase all kinds of funds and policies as a whole, and improve the organizational level of cultivating entrepreneurs in poor villages. According to the entrepreneurial needs and entrepreneurial projects, we will implement classified guidance and graded services, and establish a multi-form, multi-level and multi-category guidance service system to form a strong synergy.
(3) innovate the mechanism and pay attention to actual results. Respect the law of entrepreneurship, optimize the entrepreneurial environment, increase the intensity of innovation, and actively create conditions for rich leaders to start businesses. Adhere to the people-oriented and "Hundred Enterprises Help Hundred Villages" activities closely, effectively help entrepreneurs to solve the bottleneck problems in terms of capital demand, market information, policy support, technical support, public services, etc., establish relevant incentive mechanisms, and maximize the internal vitality of entrepreneurs.
(4) highlight the characteristics and drive income. Combined with the development of local leading industries and characteristic advantageous industries, training courses and practical training courses are offered in different levels, and the teaching content is set around the types of industries, so as to explore the entrepreneurship training mode according to local conditions. Special training on entrepreneurial awareness, entrepreneurial ability, poverty alleviation and other aspects is provided for those who are engaged in entrepreneurial activities and have entrepreneurial intentions in poor villages. Through the establishment of the "poverty alleviation workshop" entrepreneurial tutor tracking and counseling system, we will provide continuous entrepreneurial guidance and tracking services to the trainees.
3. Object selection
1. Selection conditions. The basic conditions for leaders in poor villages to start businesses and become rich are: good ideological and political quality, no illegal acts, no bad credit records, local talents who have the strength and ability to lead village-level industrial projects and are willing to drive poor people out of poverty and become rich. Ensure that the selected entrepreneurial leaders have strong political thoughts, strong entrepreneurial will, strong entrepreneurial foundation and strong driving ability.
2. Selection range. Mainly selected from entrepreneurs who have been in poor villages at present, including members of the "village committees", village-level reserve cadres, rural party member, small and micro enterprise owners, heads of farmers' professional cooperatives, family farmers, large farmers and agricultural industrialization enterprises;
local talents who set up enterprises outside the home and are willing to go back to their villages to start businesses;
people in enterprises and institutions who are willing to go back to poor villages to start businesses. It is necessary to pay attention to the combination of the cultivation of "two leaders" such as the leaders of the "two committees" in poor villages and the leaders of entrepreneurship and wealth.
3. Select the program. The selection of leaders who become rich shall be carried out in accordance with the procedures of bottom-up and public publicity. The basic procedure is "my application, the recommendation of the village" two committees ",the preliminary examination of villages and towns, and the determination of county level".
① the applicant fills in the "declaration and confirmation form for entrepreneurs in poor villages in Anfu county" and makes a commitment to the village "two committees" to promote poverty alleviation;
② the village party organization held an enlarged meeting of the village "two committees" attended by the first secretary in the village, the cadres of the village "two committees" and the village cadres in the township (town) to study and determine the recommended candidates;
③ after the township (town) party Committee and government have reviewed the basic information of the recommended candidates, they will report to the leading group for the cultivation of entrepreneurs in poor villages in the county for confirmation and publication.
IV. Object Training
(1) Work Steps
1. Make a training plan scientifically. The county poverty alleviation and immigration office, the county agricultural bureau and the county people's social security bureau jointly formulate the skills training plan and annual plan for entrepreneurs to become rich according to the industrial layout and demand of poor villages.
2. Pay special attention to the construction of training base. The County Agriculture Bureau took the lead in establishing more than one training base for entrepreneurs to become rich, strengthening on-site training, demonstrating and observing, and opening up new ideas according to the industrial type, scale and situation of poverty-stricken villages in the county.
3. Carefully set the training content. The training content jointly formulated by the county poverty alleviation and immigration office, the county agricultural bureau and the county people's social security bureau should be combined with the layout of poverty alleviation industries, the market demand, and the students' entrepreneurial practice, so as to make rational use of resources. The specific training content should be arranged reasonably according to the actual situation according to the idea of changing brains, learning technology and finding ways.
4. Strengthen the teaching of typical cases. Villages and towns should thoroughly summarize the typical cases of entrepreneurs in poor villages, take the form of case teaching or experience exchange, promote mutual learning, and improve the sense of responsibility and entrepreneurial ability of entrepreneurs.
(II) Training funds
The funds for cultivating entrepreneurs in poor villages are arranged by the county finance as a whole, and the training funds are mainly used for accommodation, meals, training venue fees, lecture fees, training materials fees, transportation fees and other expenses during the training of entrepreneurs in poor villages.
v. mechanism of benefiting the poor with poverty
(1) entrepreneurship brings poverty. We will implement a new industrial poverty alleviation model of "one leader and three participants", in which village cadres and capable people lead the village and party member take the initiative to participate, villagers voluntarily participate, and poor people participate as a whole. We will increase support for entrepreneurs to become rich, guide and support poor households to participate in the business of entrepreneurs' entrepreneurial projects, receive guidance and skills training at entrepreneurs' industrial bases, and drive poor households to participate in industrial development to get rid of poverty and become rich through self-selected industrial projects or cooperation with entrepreneurs' existing projects.
(2) Employment in entrepreneurial projects leads to poverty. Leaders who start businesses and become rich set up industrial projects in poor villages, actively attract poor people to stabilize employment and establish a close interest linkage mechanism.
(3) Asset income helps the poor. For projects in which poor households have invested in shares through land management rights, institutional arrangements should be made for the protection of their long-term interests before obtaining benefits. During the period of tackling poverty, towns and villages used special financial poverty alleviation funds and other agriculture-related funds to invest in assets formed by facilities agriculture, aquaculture, photovoltaics, rural tourism and other projects. The poverty alleviation projects from assets were owned by village collectives, and the income was mainly from poverty alleviation through public welfare posts, incentives and subsidies, etc., to encourage poor people to get rich through labor and get rid of poverty gloriously.
VI. Policy Support
(1) Establish a support policy for enterprises and institutions to set up projects in villages. Support qualified enterprises and institutions to return to poor villages to lead and set up projects. The original unit can retain its personnel relationship within 3 years for those who are approved to suspend their duties and return to the village to start a business. During the period of suspension of entrepreneurs, if the original unit stops issuing various wages and benefits, and the annual assessment is qualified or above, the file salary can be adjusted normally according to the provisions of the state.
(2) establish a policy of base construction and reward and compensation based on actual results. Open up a green approval channel for enterprises led (created) by entrepreneurs in poor villages, and enjoy policy support in terms of rural land transfer, project declaration and infrastructure construction, according to the actual number of households that drive poor households to steadily develop production or increase their income and get rid of poverty through long-term effective work, in accordance with the Anfu County Agricultural Industry Development Fund Award and Compensation Measures (An Ban Zi [218] No.38).
(3) establish a financial support policy oriented to poverty reduction. All financial institutions should innovate financial products and services according to the characteristics of projects led by entrepreneurs in poor villages, and focus on increasing support for entrepreneurial projects with strong driving ability and good development prospects on the premise of legal compliance, controllable risks and voluntary business. Insurance institutions should bring the industrial projects developed by entrepreneurs into the scope of insurance poverty alleviation, enjoy preferential policies for insurance poverty alleviation, strengthen data accumulation and actuarial calculation at the same time, actively develop suitable products according to the principle of guaranteeing capital and making small profits, appropriately increase the insured amount and appropriately reduce the insurance premium rate. Establish and improve the financing risk sharing and compensation mechanism in poor areas, and set up poverty alleviation loan risk compensation fund, guarantee fund and poverty alleviation industry fund. Encourage and guide powerful financing guarantee institutions to provide financing guarantee for entrepreneurs and rich leaders through joint guarantee and the combination of guarantee and insurance. We will implement policies such as discount on business guarantee loans and agricultural insurance premium subsidies, and support qualified business projects.
(4) establish an incentive policy aimed at improving the driving force of the band. For entrepreneurs who have achieved remarkable results in helping the poor, they should be commended, rewarded and publicized in depth according to the relevant provisions, and the entrepreneurs should be included in the database of rural sages and the talent pool management of reserve cadres in village groups, and priority should be given to participating in the election of village "two committees" and party representatives, deputies to the National People's Congress and CPPCC members at all levels. On-the-job village secretaries and directors who have performed well among the leaders of starting a business and getting rich will be rewarded with extra points when hiring staff from township institutions.
VII. Relevant requirements
(1) Clarify the main responsibility. Cultivate the leaders of poverty-stricken villages to start businesses and become rich, adhere to the working mechanism of taking overall responsibility in counties and grasping implementation in towns and villages, and set up a leading group for cultivating the leaders of poverty-stricken villages in Anfu County, with Pan Qibo, member of the Standing Committee of the County Party Committee and Minister of Agriculture and Industry, as the leader and Yin Weimin, deputy head of the county government, as the deputy leader. The main persons in charge of the Agriculture and Industry Department, Organization Department, Propaganda Department, Agriculture Bureau, People's Social Security Bureau, Finance Bureau, Poverty Alleviation and Immigration Office, Science and Technology Bureau, Forestry Bureau, Development and Reform Commission, Tourism Commission, Federation of Industry and Commerce, Finance Office, People's Bank of China, Banking Supervision Office, Finance Office and Township People's Governments are members, and they are responsible for promoting the cultivation of entrepreneurs in poor villages. The leading group has offices. The county poverty alleviation and immigration office, the county agriculture bureau and the county people's social security bureau are jointly responsible for the coordination and organization of the cultivation of entrepreneurial leaders in poor villages, the formulation of skills training plans and annual plans for entrepreneurial leaders, the determination of candidates for entrepreneurial leaders and entrepreneurial tutors, and the training organization, tracking services, management incentives, evaluation and assessment;
the county agricultural bureau takes the lead in selecting the training base. Other departments and units should do a good job in supporting and serving the leaders of entrepreneurship and getting rich according to the cultivation plan;
all townships (towns) should do a good job in recommending and reviewing the candidates for entrepreneurs and entrepreneurs, and integrate resources to do a good job in tracking services, supporting and encouraging relevant personnel in their own townships. It is necessary to establish a management and coordination mechanism with a clear division of labor and responsibility to people, form a working atmosphere in which the work is carried out by special personnel, and strive to complete it on time to ensure the quality of training;
assign responsibilities to people and ensure the implementation of responsibilities;
quantitative assessment to ensure the cultivation effect. All township departments should strictly follow the requirements of the implementation plan, strengthen supervision and inspection, do a good job in tracking services, and effectively improve the quality of training;
it is necessary to establish and improve the teaching and training files of training scheme, training plan, training experts, trainees and effect tracking, so as to realize the standardization of training.
(2) do a good job in overall planning and coordination. All township departments should strengthen the guidance on the cultivation of entrepreneurial leaders, pay attention to guiding entrepreneurial leaders to actively assume social responsibilities, and ensure effective results. To promote the organic integration of the leaders of Party organizations and entrepreneurs in poor villages, it is necessary to cultivate the leaders of Party organizations and party member who have the ability to get rich into entrepreneurs and rich leaders, and to develop outstanding entrepreneurs and rich leaders into party member and village leaders of "two committees", so as to effectively promote poverty alleviation through party building. Further strengthen the construction of rural grassroots party organizations, strengthen the leading core role of village-level party organizations, consolidate the party's ruling foundation in rural areas, and provide strong talent support and organizational guarantee for poverty alleviation. We should organically combine the cultivation of entrepreneurial leaders to lead the establishment of projects with the expansion of village-level collective economy, and explore the development of village-level collective economy. It is necessary to combine practical technical training in rural areas and increase the training of entrepreneurs to become rich. Build a platform for docking and communication with leading enterprises to promote in-depth division of labor and cooperation. Guide social forces to support entrepreneurs to lead the establishment of projects, and do a good job of docking with "1 enterprises help 1 villages" and other assistance actions. Give full play to the role of China Social Poverty Alleviation Network, and provide services for the project to expand the market and integrate entrepreneurial resources.
(3) increase publicity. It is necessary to widely and deeply publicize the poverty alleviation training for entrepreneurs and rich leaders, and create a public opinion atmosphere. Through the news media, Internet, SMS platform, publicity column, distribution of information and other forms, we will actively promote and publicize the training support policies, advanced models and successful experiences of entrepreneurs to stimulate entrepreneurial enthusiasm and radiate more poor people to become rich. The poverty alleviation stations in villages and towns should carefully collect and sort out the advanced models of entrepreneurs to become rich, and form a good social atmosphere to encourage entrepreneurs to "pass on, help and bring" poor households to become rich together through holding poverty alleviation and entrepreneurship competitions, and guide more social forces to pay attention to, participate in and support the cultivation project.
(4) deepen information tracking. All towns and villages should conscientiously do a good job in reporting data statistics. The state requires that the cultivation of entrepreneurs in poor villages be reported once every quarter, and the province requires that the data be reported once a month, and the progress and implementation of each place should be reported regularly. It is required to make a training plan and annual plan before August 3, 218, select the leaders and training bases for entrepreneurship and wealth, and establish an information archive to collect the information of entrepreneurs and wealth leaders in starting enterprises, implementing projects and enjoying poverty alleviation policies, as well as the number of people with poverty, ways and effects of poverty alleviation, and enter them into the national information system in time according to the unified arrangements of superiors. Adhere to the dynamic adjustment every year, and update the relevant information of the leaders of entrepreneurship and wealth in a timely manner.
(5) Strengthen supervision and accountability. Strengthen the supervision and management of entrepreneurs who become rich;
Problems such as "a large number of poor villages", helping capable people but not helping poor households, and the ineffective effect of entrepreneurial projects in helping the poor should be discovered and rectified in time;
In accordance with relevant regulations, we will seriously investigate and deal with outstanding problems such as defrauding and obtaining poverty alleviation funds, and hold the responsible persons accountable.
