On February 10 this year, the Third Committee of the Fifth Li Siguang Geological Science Award Committee was held in Beijing, and the first inaugural meeting of the Li Siguang Geological Science Award Foundation was held on May 30th. The two meetings discussed issues related to the Li Siguang Prize in Geological Sciences, and asked the office to investigate the following issues, namely, the number of winners, fund raising and operation, continuing to repay funds to the Foundation for Association for Science and Technology, and the management measures of the Foundation. The following opinions are hereby put forward and reported to the Committee and the Council for consideration.
I. Adjustment of the number of reward places
Since the establishment of 1989 Li Siguang Geological Science Award, according to the previous Articles of Association, Li Siguang Geological Science Award has four awards: honorary award (including special award), field award, scientific research award and teacher award. Once every two years, in addition to the honorary award, there are no more than 8 awards in the selection field; No more than 5 scientific research awards; The teacher award shall not exceed 2 people. 3 awards each time, and the total number of winners shall not exceed 15. At the last meeting, some Members asked whether the quota could be increased, while others suggested that it should not be increased. Therefore, the Committee instructed the Office to conduct a study and make comments for consideration.
First of all, the office made an analysis of the winners of the Li Siguang Geological Science Award for nine times since the establishment of 1989.
According to statistics, 9 * * * has 150 winners, involving geological industry 14 departments, including 25 honorary awards (including 2 special awards), 67 field awards, 4 scientific research awards1one, and 7 teacher awards 17. These three prizes can't be evaluated completely every time, and they will be awarded in 9 times. From this point of view, the number of field prizes, scientific research prizes and teacher prizes should not exceed 15 at a time, which is reasonable.
Among the winners, there are 47 academicians, including 25 honorary prize winners, 22 newly elected academicians of the two academies and 3 field prize winners, accounting for 4% of the winners. Scientific research award 16, accounting for 39% of the winners; 3 teacher awards, accounting for 17% of the winners. These data show that the Li Siguang Geological Science Award is the highest honor award in the geological industry and has been widely recognized by the society and the geological industry.
Judging from the age of the winners, the oldest is 89 years old and the youngest is 42 years old. The average age is 73 years old for honorary award, 60 years old for field award, 60 years old for scientific research award and 65 years old for teacher award. Since the eighth session, the number of winners under the age of 50 has increased significantly; Judging from the academic qualifications of the winners, there are 38 graduate students, accounting for 25.3% of the total winners, 92 university graduates, accounting for 6 1.4%, college graduates 17, accounting for1.3%, and 3 technical secondary school graduates, accounting for 2.0%. Among the eighth winners, graduate students accounted for 35.2% of the winners; Among the ninth winners, graduate students accounted for 56.2%. Judging from the titles of the winners, the winners (professors and researchers above) 137, accounting for 91.3%; There are 13 associate vocational students, accounting for 8.7%. Since the sixth session, the winners have been in higher vocational colleges. These data show that those who applied for and won the Li Siguang Prize in Geological Science have higher and higher academic qualifications, higher and higher professional titles and younger and younger.
Secondly, we consulted the old members of Li Siguang Geological Science Award Committee and experts from various departments and disciplines who were invited to participate in the preliminary evaluation. Everyone thinks: ① The current Articles of Association stipulates that "each selection shall not exceed 15", which is in line with the scale of the national geological team. At present, increasing the number of places is not suitable for the overall level of geological work, which is easy to cause the illusion of lowering the level and cause adverse social impact. The Li Siguang Prize for Geological Sciences has a good social impact because so many winners have been elected academicians of the two academies, mainly because they adhere to the principles of high standards, strict requirements and quality first; ② Compared with 20 years ago, the structure of geological team has changed obviously, that is, the field geological exploration team has been shrinking and the comprehensive research has been strengthened. The regional investigation teams and even some exploration teams in all provinces (autonomous regions and municipalities directly under the Central Government) have been changed into geological survey institutes, exploration research institutes, geological and geochemical research institutes and geophysical exploration research institutes. The research team has been expanding. (3) Field geologists and geological educators engaged in geological research also applied for scientific research awards. For example, five people who have won scientific research awards are from colleges and universities, which increases the pressure on the selection of scientific research awards. There are many reasons for the shortage of the above-mentioned science and technology awards: first, comrades engaged in field work and university teachers with outstanding scientific research achievements can apply for science and technology awards; Second, some people think that the field award only focuses on efficiency, while the teacher award only focuses on teaching and educating people. But the science and technology award is about contribution and level, which is actually a misunderstanding. The three awards are the same, and they are all Li Siguang Geological Science Awards. There is no distinction between high and low, but the names of the awards are different.
In view of the above situation, we suggest: first, publicize and explain that the three awards are the same, regardless of level. Comrades who are mainly engaged in field work try to apply for field awards, and teachers who are mainly in teaching positions try to apply for teacher awards; Two, since the award (tenth), the certificate is no longer divided into awards, collectively referred to as the Li Siguang Geological Science Award, but it is still divided into three awards in the process of declaration and selection; Third, comrades who insist on field trips for a long time in scientific research units are also encouraged to apply for field awards; 4. The field prize will be reduced by 1 person, from 8 to 7, the science and technology prize will be increased by 1 person, from 5 to 6, and the number of teachers will remain 2, with 15 people selected each time, and the total number of places will remain unchanged. Whether to adjust, please ask the Committee to decide, and modify the articles of association accordingly after the decision.
Second, about raising funds.
The Third National Committee of the Fifth Session of the Foundation and the First Board of Directors both raised the issue of continuing to raise funds to expand the principal, so as to make the Li Siguang Geological Science Award, the highest level in China geological circles, run better, and at the same time expand the support and publicity for Li Siguang's academic thoughts and young people's scientific and technological activities. Accordingly, we drafted a donation proposal and submitted it to the meeting for discussion.
Donation suggestion
According to the Regulations on the Management of Foundations promulgated by the State Council, after the foundation is established, it is necessary to continuously expand the sources of funds to increase its value and better serve social welfare undertakings.
Since the establishment of Li Siguang Geological Science Award 1989, the fund income has been mainly used to award bonuses (9 awards). In addition to the 25 special prizes and honorary prizes, 25 winners of/kloc-0 have won a bonus of 2.07 million yuan, and the bonus amount has increased from the initial 3,000 yuan per person to the current 50,000 yuan per person. The articles of association revised and adopted at the Second Session of the Fifth Session stipulated that in addition to the bonus, Li Siguang's academic thought research and popular science activities for young people should also be supported. At present, bank interest fluctuates greatly and the income is unstable. In addition, we should support popular science activities among teenagers, publicize Li Siguang's spirit of patriotism and scientific innovation, and carry out research on Li Siguang's academic thoughts. The interest on the existing principal is unsustainable, let alone unsustainable. Moreover, the Regulations on the Administration of Foundations requires a certain appreciation every year. So I propose to donate again.
The Li Siguang Geological Science Award increased from 6,543,865,000 yuan when it was established in 1989 to 6,543,800 yuan in the second session, 7,665,438 yuan in the third session and 6,543,800 yuan in the fourth session. At present, the principal of the fund is 6.5438+0.98 million yuan. It is suggested that the Fifth Committee raise another 8 million yuan. The specific amount of donations is still the same as before.
Please use the financial revenue to give more support to the three major oil companies and geological prospecting units. It is suggested that the three major oil companies donate 2 million each, the Ministry of Land and Resources 6.5438+0 million, other departments actively donate 200,000 ~ 300,000, and individual units donate 6.5438+0 million. I hope all the members present can do this work well with us, so that the donation work can be overfulfilled.
Three. About the operation of the fund
After the first board meeting of the Li Siguang Geological Science Prize Foundation, the Foundation Office strengthened the operation and management of the Fund in accordance with the spirit of the board meeting and the provisions of the Regulations on the Management of the Foundation, ensured the safety of the principal, and strived to improve the operation efficiency of the Fund. The recovered funds are invested and operated, and the operating capital is 6.5438+0.05 million yuan (China Science and Technology Development Foundation still has 9.8 million yuan, which has not been returned).
(1) Buy national debt 1 ten thousand yuan, with a term of 5 years and interest of 4.6%.
(2) The bank's "wealth management fund" is RMB 654,380,000, with three-year interest of 3.5% ~ 654,380+03%.
(3) The enterprise invested 6,543,800 yuan, with an annual interest rate of 654.38+05%.
(4) The enterprise borrows 3 million yuan with a term of 1 year and interest of 13% ~ 15%.
(5) The investment fund (open) is 4.5 million yuan.
The above funds have good operation effect, low risk and stable income. The income of the third and fourth place is: 460,000 yuan in 2006 and 330,000 yuan in 2007. Fifth, since the subscription in April, the unit net value has increased by 35% on average, and the dividend of 1 fund is 380,000 yuan. First, the fund's investment income is net growth; First, the dividend is paid, and the longer it is held, the higher the income.
It is estimated that the operating income of the fund will reach 15% in 2007.
Fund operation should pay equal attention to risk and effect, and adhere to self-management according to its own characteristics and past experience.
Four, on the issue of recovering the deposit of the Association for Science and Technology Foundation.
After the Third Plenary Session of the Fifth Central Committee, the Office kept urging through various channels and ways. In addition to telephone calls, relevant meetings and special funds, we also asked Vice Minister Shou Jiahua to find Deng Nan, Party Secretary of the Association for Science and Technology, and jointly wrote a report with the Zhan Tianyou Foundation, which was specially presented to Deng Nan by Vice Minister Cai of the Ministry of Railways, but there is no clear answer so far. It is understood that Comrade Deng Nan has repeatedly said that this money must be returned to everyone. Please wait a little longer and return it to you as soon as the liquidation is completed.
Five, about the change of Li Siguang Geological Science Award Committee.
According to the articles of association, the term of office of Li Siguang Geological Science Award Committee is 4 years, and it can be re-elected at the expiration of the term. The fifth Committee of Li Siguang Geological Science Prize was established at the end of 2003 and will expire at the end of this year. It should be noted that the Li Siguang Geological Science Award Foundation was established with the approval of the Ministry of Civil Affairs only this year, with a term of four years, but the members of the Committee and the directors of the Foundation are mostly duplicated. Therefore, the specific measures for changing the term of office need to be determined after consultation with the competent department and various units in the geological industry according to the articles of association.
