1. research work with important scientific significance or important application prospects, especially the research work on the characteristics of natural conditions and natural resources in China, and the research work on developing emerging technologies in combination with the needs of national modernization;
2. The academic thought is novel, the demonstration basis is sufficient, the research content and objectives are clear, concrete and advanced, the research methods and technical routes are reasonable and feasible, and it is expected to achieve the expected results or achievements within three to five years;
3. The applicant and the cooperator have corresponding research capabilities and accumulated research work, and the basic working conditions and working hours can be reliably guaranteed;
4. The budget is realistic and well-founded.
For interdisciplinary, cross-unit, cross-departmental and cross-regional cooperative research and projects that are conducive to promoting the combination of scientific research, teaching and production, as well as projects applied by outstanding young scientists and scientists in remote areas, priority will be given under the same conditions. Article 2 Evaluation should rely on experts, fully develop academic spirit and adhere to the principle of fairness. Experts who participate in the evaluation work and serve in the National Natural Science Foundation of China will avoid relevant evaluation activities, including temporarily withdrawing from the evaluation venue, if they apply for the project. Participants in the review shall not disclose the contents of the application, review and opinions without authorization. Article 3 The evaluation work shall be closely coordinated with the arrangement of basic research projects of relevant departments to avoid duplication. Some projects can be funded together with relevant departments. The basic research projects in the tasks of pre-research, scientific and technological research and technology introduction of construction projects of national defense departments, integrated units and industrial and mining enterprises should be reviewed according to the Interim Provisions on the Administration of Science and Technology Appropriations in the State Council, which is different from the research work mainly supported by the National Science Fund. Chapter II Acceptance of Applications Article 4 Applications for science funds shall be accepted by various scientific departments and numbered according to the unified regulations; Applications for interdisciplinary disciplines are accepted by the Ministry of Science, which is the main discipline; Can't distinguish the first-level discipline from the application project in two disciplines, and respect the applicant's choice; Items that are not suitable for the evaluation of undergraduate departments should be transferred to the corresponding science department as soon as possible. The computer floppy disk containing the brief introduction of the application project is accepted by the General Administration of Science, and copied and sent to each science department according to the name and number of the application project provided by each science department. Article 5 The application form shall be preliminarily screened by various scientific and technological departments, and shall not be accepted under any of the following circumstances, or shall be accepted after being supplemented or amended by the applicant:
1. Not in line with the scope of support of the Science Fund;
2. Obvious lack of evidence, or low-level repetition, or lack of corresponding research ability;
3. The applicant or major partner has applied for more than two projects together with the funded projects (if the funded projects end their work within the year, they can apply for a corresponding number of new projects in advance), or the funded projects are not progressing smoothly;
4. The application form does not meet the requirements or the application procedures are incomplete;
The necessary funds have been obtained from other departments. Chapter III Peer Review Article 6 Peer review is the basis of review, which can be conducted by means of communication review or meeting review. All scientific departments should select scientific researchers who have high academic attainments, are familiar with the situation at home and abroad, are serious and responsible, and act impartially, as the basic team of peer review experts, and constantly adjust and supplement them in their work. Article 7 All accepted application projects shall be evaluated by inviting a number of peer experts, and the Peer Review Form of the National Natural Science Foundation of China shall be filled in according to the prescribed format. Each application project should have at least three objective, fair, clear and specific peer review opinions, which can be used as the basis for review. The selection of peer experts should pay attention to the representativeness of different departments, different units and different academic viewpoints, and avoid factors that are not conducive to ensuring fairness. Applications with similar contents should be reviewed by the same group of peer experts as far as possible. Article 8 The opinions of peer experts shall be comprehensively summarized by the Ministry of Science, and the Form of Opinions on the Approval of Projects Applied by the National Natural Science Foundation of China shall be filled in. Some projects may be reviewed first, and reference may be made when necessary. Chapter IV Evaluation of Scientific Evaluation Groups Article 9 Each science department shall, according to the needs of evaluation, set up a number of discipline evaluation groups, which are composed of experts with profound academic attainments, wide knowledge, impartiality, enthusiasm for the work of science funds and certain prestige, and no member shall leave his original post. The composition of the review team should consider different research levels, coverage of branches, representativeness of departments and reasonable age ladder, and gradually increase the proportion of young scientists. The members of the evaluation team shall be put forward by the Ministry of Science after soliciting opinions from relevant parties, reviewed by the director or deputy director of the Committee and submitted to the Committee meeting for approval; Renew the employment once every two years, with one-third change each time, and the renewal shall not exceed six years. The leader of the assessment team is a scientist, and the secretary of the assessment team is a manager appointed by the Ministry of Science. Article 10 On the basis of comprehensive peer review opinions, the discipline review team reviews the applied projects according to the preferential support conditions and funding indicators, and puts forward suggestions on whether to grant funding and the total amount of funding.
