Article 2 The National Congress is held every five years and convened by the National Committee. Under special circumstances, it can be held in advance or postponed.

article 21 the number of deputies to the national congress and the method of election shall be decided by the standing Committee, and its deputies shall be elected through democratic consultation between the national society and the science and technology associations of provinces, autonomous regions and municipalities directly under the central government and relevant parties.

Article 22 The National Congress shall exercise the following functions and powers:

1. Decide on the working principles and tasks of the China Association for Science and Technology;

3. Formulate and revise the articles of association of China Association for Science and Technology;

4. Elect the National Committee;

5. Decide on other important matters.

Article 23 The meeting of the National Committee is held once a year and convened by the Standing Committee.

Article 24 The National Committee shall exercise the following functions and powers:

1. To implement the resolutions of the National Congress;

2. Elect the chairman, vice-chairman and standing committee members;

III. Review the annual work report of China Association for Science and Technology;

iv. Deciding to award honorary posts;

5. Decide on other important matters.

Article 25 When the National Committee is not in session, the Standing Committee leads the work of the China Association for Science and Technology, implements the tasks set by the National Committee, and approves the change or addition of members of the National Committee and the acceptance or withdrawal of group members.

article 26 the standing Committee shall have a secretariat. Article 28 The Standing Committee shall, when necessary, employ the responsible persons of relevant departments as consultants of China Association for Science and Technology. Article 29 The National Society as mentioned in the Articles of Association is an academic and popular science social group established according to the disciplines of natural science, technical science, engineering technology and related sciences or aiming at promoting the development and popularization of science and technology.

Article 3 The basic conditions for joining the national society of the China Association for Science and Technology are:

1. Recognition of the articles of association of the China Association for Science and Technology;

Article 33 The Congress of the members of the National Academy of Sciences is held every three to five years, which decides the working principles and tasks of the Academy, deliberates and approves the work report and financial report of the Board of Directors of the Academy, formulates and modifies the articles of association, and elects a new board.

Article 34 The offices of the National Society shall work under the leadership of the Council and be led by the affiliated units of the Society administratively.

Article 35 Any serious violation of the Articles of Association of the China Association for Science and Technology by the National Association shall be punished by warning, rectification within a time limit, expulsion, etc. with the approval of the Standing Committee of the China Association for Science and Technology. Article 36 The science and technology associations of provinces, autonomous regions and municipalities directly under the Central Government are people's organizations under the leadership of the party committees of provinces, autonomous regions and municipalities directly under the Central Government, and are local organizations of the China Science and Technology Association.

Article 37 The science and technology associations of provinces, autonomous regions and municipalities directly under the Central Government shall accept the professional guidance of the China Association for Science and Technology.

Article 4 The congress of local science and technology associations is held every five years to decide the working principles and tasks of local science and technology associations, review the work reports of local science and technology association committees, and elect local science and technology association committees. Article 41 Science and technology associations (science and technology popularization associations) established by enterprises and institutions with concentrated scientific and technical workers and qualified towns and streets are grass-roots organizations of China Science and Technology Association and accept the professional guidance of local science and technology associations.

Article 42 Main tasks:

Carry out socialized science and technology popularization activities, guide the people to advocate science, resist superstition, change customs, get rid of bad habits, advocate a scientific and healthy lifestyle and a civilized and economical consumption pattern, and promote the construction of a resource-saving and environment-friendly society;

third, carry out practical technical training and popularization in rural areas, guide farmers to establish the concept of scientific development, cultivate new farmers who are literate, know technology and can operate, improve farmers' scientific and cultural quality, and promote the construction of new socialist countryside;

fourth, carry out scientific and technological activities such as technical consultation and technical services, promote technology development and technology transfer, enhance the independent innovation ability of enterprises, and promote the establishment of a technological innovation system with enterprises as the main body;

5. reflect the suggestions, opinions and demands of grassroots scientific and technical workers, safeguard their legitimate rights and interests, and promote the improvement of their living and working conditions. Forty-third organs of science and technology associations at all levels shall manage their staff in accordance with relevant state regulations.

article 44 societies affiliated to science and technology associations at all levels shall implement corresponding cadre and personnel management systems for their staff according to their staffing nature and management needs, and conduct management with reference to relevant management regulations of affiliated units.

article 45 the staff of institutions affiliated to science and technology associations at all levels shall be managed according to the regulations of the state on the management of institutions.

article 46 the staff of science and technology associations at all levels should love the cause of science and technology associations, establish the idea of serving science and technology workers, and have high policy level, broad professional knowledge and strong organizational and social activities.

article 47 science and technology associations at all levels should strengthen the training and education of their staff, carry out training in a planned and organized way, and improve the political and professional quality of their staff. Article 48 sources of funds:

Article 53 The emblem of China Association for Science and Technology may be hung in the office, activity place and meeting place, printed in publications, or worn as a badge. Article 54

The full English name of China Association for Science and Technology is China Association for Science and Technology, abbreviated as CAST.

local science and technology associations may formulate detailed rules for implementation according to these Articles of Association.
