The term "small and medium-sized enterprises" as mentioned in these Regulations refers to medium-sized enterprises, small enterprises and micro-enterprises established in accordance with the national classification standards for small and medium-sized enterprises. Article 3 The people's governments at or above the county level shall strengthen their leadership in promoting the development of small and medium-sized enterprises, incorporate the promotion of small and medium-sized enterprises into the national economic and social development plan, formulate policies to promote the development of small and medium-sized enterprises, establish a coordination mechanism to promote the development of small and medium-sized enterprises, and solve major problems in the development of small and medium-sized enterprises.
The departments of the people's governments at or above the county level responsible for promoting the comprehensive management of small and medium-sized enterprises organize the implementation of policies and measures to promote the development of small and medium-sized enterprises, and conduct comprehensive coordination, service guidance, supervision and inspection to promote the development of small and medium-sized enterprises.
The relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in promoting the development of small and medium-sized enterprises. Article 4 This province implements a nationwide unified negative list system for market access. Small and medium-sized enterprises can enter industries, fields and businesses outside the negative list of market access on an equal footing according to law. Article 5 The statistical department of the people's government at or above the county level shall, jointly with the department responsible for promoting the comprehensive management of small and medium-sized enterprises and other relevant departments, establish a statistical monitoring system for small and medium-sized enterprises, regularly publish relevant information about small and medium-sized enterprises, and publish the development report of small and medium-sized enterprises in the previous year every year. Article 6 The people's governments at or above the county level and their relevant departments shall promote the construction of credit information of small and medium-sized enterprises, and realize the inquiry and enjoyment of credit information of small and medium-sized enterprises. Seventh people's governments at or above the county level shall arrange special funds for the development of small and medium-sized enterprises in the financial budget at the corresponding level.
The special fund for the development of small and medium-sized enterprises is mainly used to support the construction of public service system and financing service system for small and medium-sized enterprises, and to support their innovation, entrepreneurship and high-quality development in new infrastructure, new technologies, new materials, new equipment, new products and new formats, and to tilt towards small and micro enterprises.
Special funds for the development of small and medium-sized enterprises should be earmarked, open and transparent, and budget performance management should be implemented. Eighth provincial people's government shall set up a small and medium-sized enterprise development fund.
The people's governments of cities and counties (cities, districts) with districts may set up small and medium-sized enterprise development funds according to actual conditions.
Small and medium-sized enterprise development funds should follow the principles of policy orientation and market operation, and are mainly used to guide and drive social funds to support small and medium-sized enterprises in the initial stage and promote entrepreneurial innovation. Article 9 The relevant departments of the people's governments at or above the county level shall promptly announce the relevant preferential tax policies to promote the development of small and medium-sized enterprises, the catalogue of government funds, the catalogue of business service charges and the catalogue of administrative fees formulated by the government. Tenth people's governments at or above the county level shall establish and improve the financing service platform for small and medium-sized enterprises to improve financing efficiency.
The relevant departments of the people's governments at or above the county level shall establish a tripartite consultation mechanism among the government, financial institutions and small and medium-sized enterprises to coordinate and solve the financing problems of small and medium-sized enterprises and provide them with financing support. Eleventh people's governments at or above the county level may arrange credit risk compensation funds and rescue funds for small and medium-sized enterprises according to the actual situation.
Encourage and guide financial institutions to adjust credit structure and innovate credit products, increase credit support for small and micro enterprises, and improve the financing environment for small and micro enterprises; Encourage social capital to set up venture capital funds according to law to support the development of small and medium-sized enterprises by means of equity investment. Twelfth people's governments at or above the county level shall establish and improve the government financing guarantee system for small and medium-sized enterprises, and provide low-cost and efficient guarantee services for small and micro enterprises.
Encourage financing guarantee institutions funded by social capital to cooperate with government financing guarantee and re-guarantee institutions to carry out financing guarantee business for small and medium-sized enterprises and enjoy risk compensation and credit information service.
The business proportion of government financing guarantee and re-guarantee institutions providing financing guarantee services for qualified small and micro enterprises shall meet the national requirements. Thirteenth people's governments at or above the county level shall support financial institutions to provide secured financing for small and medium-sized enterprises with accounts receivable, intellectual property rights, equity, products, semi-finished products, raw materials, machinery and equipment as collateral property. Article 14 The people's governments at or above the county level and their relevant departments shall promote the core enterprises in the local supply chain to join the legally established accounts receivable financing service platform and support financial institutions to expand the scale of accounts receivable pledge financing.
If small and medium-sized enterprises apply for secured financing with accounts receivable and need to confirm the creditor-debtor relationship on the accounts receivable financing service platform, the payer of accounts receivable shall confirm it within 30 days from the date when the small and medium-sized enterprises request confirmation. Fifteenth people's governments at or above the county level shall reward small micro-industrial enterprises for upgrading to enterprises above designated size.
The people's governments at or above the county level and their relevant departments shall cultivate the listing resources of small and medium-sized enterprises, support them to standardize the shareholding system reform, recommend high-quality enterprises to apply for the provincial listed reserve enterprise resource pool, and guide professional service institutions to provide guidance and services for qualified small and medium-sized enterprises to go public, implement equity financing and issue bonds. Sixteenth people's governments at or above the county level shall formulate and improve policies and measures to support small and medium-sized enterprises to start businesses, strengthen entrepreneurship guidance and services, improve the entrepreneurial environment and reduce entrepreneurial costs.
The relevant departments of the people's governments at or above the county level shall organize small and medium-sized enterprises to carry out publicity and promotion activities such as innovation and entrepreneurship competitions.
