Chapter I General Provisions

Article 1 In order to standardize the work of China Postdoctoral Science Fund (hereinafter referred to as the Fund) and give full play to the important role of the Fund in cultivating the innovative ability and scientific research ability of postdoctoral researchers, these Provisions are formulated in accordance with the Articles of Association of China Postdoctoral Science Fund and other relevant provisions of the state.

Article 2 The State establishes the China Postdoctoral Science Fund, which aims at subsidizing outstanding postdoctoral researchers with innovative ability and development potential, urging them to complete innovative research in scientific research and rapidly grow into various compound, strategic and innovative talents to meet the needs of socialist modernization.

Article 3 The funds mainly come from the central financial allocation and are included in the annual budget of the central fiscal year. Accept donations from various institutions, groups, units or individuals at home and abroad. Encourage all regions, departments and stations to provide matching funds.

Article 4 The recipients of the fund shall be determined through expert evaluation, and the evaluation principles of science, fairness, competition and merit shall be adhered to.

Chapter II Financing Methods

Article 5 The postdoctoral science fund of China subsidizes the research work of postdoctoral researchers in the station. The forms of fund support are divided into general support and special support. General funding is to start or supplement the research funds for postdoctoral researchers to engage in independent innovation research; The object of special funding is postdoctoral researchers who have made great scientific research achievements and outstanding research ability during their stay in the station.

Article 6 The China Postdoctoral Science Foundation (hereinafter referred to as "the Foundation") will provide about one third of the number of post-doctoral pit stops in the current year within the planned scale, and the amount of funding will be determined according to the proportion of funding. The funding intensity is divided into 50,000 yuan and 30,000 yuan. Give appropriate subsidies to postdoctoral researchers engaged in basic research, original innovation research, public welfare research and hard and remote areas such as the central and western regions.

Article 7 The Fund grants a one-time grant of more than 654.38 million yuan as special support.

Chapter III Organization and Leadership

Article 8 Under the leadership of the Ministry of Personnel, the Foundation shall be responsible for the evaluation, tracking and daily management of postdoctoral science funds.

Article 9 The Board of Directors of China Postdoctoral Science Fund shall review the annual budget and annual funding plan, listen to the report of the Secretary-General on the implementation of the budget and the completion of the plan, and put forward opinions and suggestions on the funding work of the fund.

Article 10 The Secretary-General shall be responsible for organizing the formulation of the annual budget and annual funding plan of the Fund, organizing the evaluation of funding, submitting the annual budget, plan and report to the Board of Directors of the Fund, and signing relevant documents on funding. After the annual budget is approved by the Foundation Council, the Ministry of Personnel shall submit it to the Ministry of Finance, and the annual funding plan shall be submitted to the Ministry of Personnel for approval.

Article 11 The office of the Secretary-General is responsible for reviewing the evaluation results of surface funded experts, and proposing a list of funded personnel according to the evaluation results. Chapter IV Application and Examination

Twelfth postdoctoral researchers who apply for funding must have good ideological and moral character, high academic level and strong scientific research ability; The projects to be declared for review should be basic, original and forward-looking, and have important scientific significance and application value.

Thirteenth applicants must be postdoctoral researchers in the station. Postdoctoral researchers can apply for general funding many times from the time they enter the station to the half station, and each station can only get general funding once; Postdoctoral researchers can apply for special funding after 8 months, and each station can only get one special funding. Post-doctoral researchers who have received general funding may also apply for special funding according to the needs of their funded scientific research projects, and those who are particularly outstanding may receive special funding first. Postdoctoral researchers with special funds can extend their standing time according to the needs of research work.

Fourteenth postdoctoral researchers shall apply for the fund support of the project, and shall bear it by themselves. The contents of the application materials shall be true and reliable, and shall not resort to deceit.

Fifteenth postdoctoral researchers to apply for general funding, first of all, by individuals to apply, recommended by experts and the audit station unit, signed opinions and reported to the foundation; Postdoctoral researchers apply for special funding. First, individual applications, recommended by experts and audited by the unit, recommend candidates to the foundation.

Sixteenth peer experts funded by the fund review, review experts by discipline. On-site funding adopts the form of expert letter evaluation, and special funding adopts the form of combining expert letter evaluation with participation in evaluation.

Article 17 Evaluation experts analyze and judge the applicant's research foundation, research methods, research ideas, budget and innovation ability, and evaluate postdoctoral researchers with development potential and innovation ability to be funded.

Eighteenth establish a strict expert evaluation system, strict evaluation discipline, the implementation of avoidance system, confidentiality system and publicity system.

Nineteenth applicants who have plagiarism, fraud and other violations of academic ethics and intellectual property provisions will not be funded; If subsidies have been obtained, the subsidies shall be revoked, and the allocated subsidy funds shall be recovered and notified.

Chapter V Use Management

Twentieth funded objects should be used in strict accordance with the purposes, scope and expenditure standards approved by the approved funding budget.

Article 21 The expenditure scope of funding includes the necessary instruments and equipment, experimental materials, publication/literature/information dissemination/intellectual property affairs, conference fees, travel expenses, expert consultation fees, international cooperation and exchange fees, labor fees and other expenses. The labor expenses used to pay the relevant personnel who participate in the research process (such as graduate students in school) and temporary employees without wage income shall not exceed 30% of the total funding.

Twenty-second units stationed in the station shall establish separate accounts for the subsidy funds, manage them on their behalf, and review and supervise the use of the subsidy funds.

Twenty-third postdoctoral researchers leave the station, the balance of funding by the foundation to recover, the foundation in accordance with the relevant provisions of the Ministry of Finance on the management of surplus funds.

Article 24 If the grantee quits the station for various reasons, the station-setting unit shall promptly clean up the accounts and assets, prepare financial reports and asset lists, and report them to the Foundation according to procedures. The balance of the grant is recovered from the foundation, and the assets purchased with the grant are returned to the radio unit.

Twenty-fifth foundations shall supervise and inspect the use and management of funded funds, evaluate the efficiency of the use of funds, and track the growth of grantees. The funded postdoctoral researchers shall submit a funding summary report to the station-setting unit when leaving the station. The station establishment unit shall submit a report on the benefit of the use of the grant to the Foundation every year.

Twenty-sixth funded objects in the public publication of their funding results, should be marked "China postdoctoral science fund funded projects".

Chapter VI Supplementary Provisions

Twenty-seventh these Provisions shall come into force as of the date of promulgation, and the right of interpretation belongs to the China Postdoctoral Science Foundation.

Twenty-eighth after the implementation of these provisions, the existing "Regulations of China postdoctoral science fund" shall be abolished.
