*** Youth League organization principle is democratic centralism. The national leading organ of the Youth League is the National Congress of the Youth League and its Central Committee. The National Congress of the Communist Youth League is held every five years and convened by the Central Committee. Under special circumstances, it may be held in advance or postponed. When the National Congress is not in session, the Central Committee implements the resolutions of the National Congress and leads all the work of the delegation.

The plenary session of the Central Committee of the Youth League elects several members of the Standing Committee to form the Standing Committee. Elect one first secretary and several secretaries to form the Secretariat. The plenary session of the Central Committee shall be convened by the Standing Committee and held at least once a year. When the Central Committee is not in session, the Standing Committee and the Central Secretariat elected by it exercise their functions and powers and are responsible for the daily work of the whole regiment.
