1. It shall be signed and agreed by the owner whose exclusive part accounts for more than two thirds of the relevant construction area and the owner with more than two thirds of the relevant households;

2. The signature must be signed by the property owner himself or his spouse, and leave the contact number of the signer;

3. If the property right of the house is changed, the property owner shall be required to provide a copy of the house ownership certificate and a copy of the property owner's ID card, and go through the formalities for changing the name of the maintenance fund owner at the office of the local property management bureau.
