The main contents of "Several Measures" include ***23 measures in four aspects: "vigorously exploring the market, strengthening factor guarantee, reducing the burden on enterprises, and promoting quality improvement on the supply side".

The second is to increase government procurement support and increase the proportion of advance payment for government procurement. The proportion of advance payment for small and medium-sized enterprises stipulated in the government procurement contract is not less than 4% of the contract amount in principle. The third is to encourage the promotion and application of domestic products through insurance compensation, demonstration and promotion.
