1. When the perpetrator is temporarily unable to pay and meets one of the three conditions, he can apply for assistance from the relief fund. Three situations include: the rescue cost exceeds the liability limit of compulsory insurance, the motor vehicle involved in the accident did not participate in compulsory insurance, and the motor vehicle escaped after the accident.

2. An application shall be made to the traffic management department of the public security organ.

3. Article 75 of the Road Traffic Safety Law stipulates that medical institutions shall promptly rescue the injured in traffic accidents, and shall not delay the treatment because the rescue expenses are not paid in time. If the vehicle involved in the accident participates in compulsory third-party liability insurance for motor vehicles, the insurance company shall pay the rescue expenses within the limit of liability; If the rescue expenses exceed the limit of liability, and they do not participate in compulsory motor vehicle third-party liability insurance or escape after the accident, the social assistance fund for road traffic accidents shall advance part or all of the rescue expenses in advance, and the social assistance fund management institution for road traffic accidents shall have the right to recover from the person responsible for the traffic accident.

4. Article 9 of the Regulations for the Implementation of the Road Traffic Safety Law stipulates that if a motor vehicle insured with compulsory motor vehicle third-party liability insurance has a traffic accident and the insurance company needs to pay the rescue expenses for rescuing the injured, the traffic management department of the public security organ shall notify the insurance company. If the road traffic accident relief fund needs to pay the expenses in advance to rescue the injured, the traffic administrative department of the public security organ shall notify the social relief fund management institution of the road traffic accident.

5. Article 4 of the Trial Measures for the Management of Social Relief Funds for Road Traffic Accidents stipulates that the traffic administrative department of the local public security organ is responsible for notifying the relief fund management institution to advance the rescue expenses of the victims in road traffic accidents.
