Agricultural Reclamation is a social and economic organization with its own management system and self-management. In the administrative institutions set up in reclamation areas, except for taxes, local social management functional organs (including military leading organs) are set up by themselves.

The difference is that local governments collect taxes and farmers pay taxes.
