Article 31 The financial management of the State Publishing Fund shall be implemented in accordance with the Measures for the Financial Management of the State Publishing Fund (issued separately), and the performance evaluation of projects funded by the State Publishing Fund shall be implemented in accordance with the Measures for the Management of Budget Expenditure for Performance Evaluation and the Measures for the Management of Performance Evaluation of Projects Funded by the State Publishing Fund (issued separately). As well as the evaluation of projects funded by the National Publishing Fund, in accordance with the "Administrative Measures for the Evaluation of Projects Funded by the National Publishing Fund" (issued separately). The management of national publishing fund evaluation experts shall be implemented in accordance with the Interim Measures for the Management of National Publishing Fund evaluation experts (to be released separately).

Article 32 These Measures shall be interpreted by the General Administration of Press and Publication and the Ministry of Finance, and shall come into force as of the date of promulgation.
