According to the document number. Changsha Municipal Government issued [20 18] 1: Measures for the Administration of Housing Provident Fund Deposit in Changsha:

State organs, institutions, state-owned enterprises, foreign-invested enterprises, urban collective enterprises, urban private enterprises and other urban enterprises, private non-enterprise units and social organizations (hereinafter referred to as units) within the administrative area of Changsha City shall pay housing provident fund for employees who have established labor relations with them.

Individual industrial and commercial households, freelancers, part-time employees and other flexible employees who are employed in Changsha can pay the housing provident fund individually.

Hong Kong, Macao and Taiwan compatriots employed in Changsha can deposit the housing provident fund.

Flexible employment personnel shall meet the following conditions when paying housing provident fund:

(1) has reached the age of 65438 08, with male under 60 and female under 55, and has civil capacity;

② Being employed in our city and having a legitimate source of economic income;

(three) voluntary compliance with the provisions of the housing provident fund management, commitment to fulfill the obligation of housing provident fund deposit;

④ No labor relations have been established with other units.
