Notice on Printing and Distributing the Acceptance Measures for Electronic Information Industry Development Fund Projects: In order to implement the relevant policy spirit of the state to encourage the development of basic information industries such as software and integrated circuits, manage the electronic information industry development fund projects well, and give full play to the use efficiency of the electronic information industry development fund, according to the Interim Measures for the Administration of Electronic Information Industry Development Fund, our department has formulated the Acceptance Measures for Electronic Information Industry Development Fund Projects, which are hereby printed and distributed to you, please follow them. Measures for Acceptance of Electronic Information Industry Development Fund Projects on August 14th, 2002 Chapter I General Provisions Article 1 In order to strengthen the management of electronic information industry development fund projects (hereinafter referred to as funds) and give full play to the efficiency of fund use, these measures are formulated in accordance with the Interim Measures for the Administration of Electronic Information Industry Development Funds (hereinafter referred to as fund management measures). Article 2 The Electronic Information Industry Development Fund Management Office of the Ministry of Information Industry (hereinafter referred to as the Fund Management Office) shall organize project acceptance according to the Electronic Information Industry Development Fund Grant/Discount/Key bidding contract (hereinafter referred to as the Fund Project Contract) and related materials. Chapter II Project Implementation Article 3 The project undertaker shall, based on the principle of seeking truth from facts and careful calculation, make a reasonable budget, use the fund within the expenditure scope agreed in the fund project contract during the project implementation period, and submit the final accounts of the previous year at the beginning of each year according to the requirements of the fund management office. Chapter III Submission and Acceptance Article 4 Within two months after the completion of the project, the project undertaker shall clean up the project revenue and expenditure accounts, truthfully prepare the final account report of the project, the project acceptance form of the electronic information industry development fund and other relevant auxiliary materials (financial statements shall be audited independently by the society), and submit them to the fund management office for organization and acceptance. Chapter IV Organizing Acceptance Article 5 After receiving the application for acceptance, the fund management office shall organize acceptance and notify the project undertaker in writing. The team leader is appointed by the fund management office, and the deputy team leader is the candidate recommended by the competent department of information industry in the province and city where the project is located. The team members are composed of professionals from industry experts, accounting firms and other intermediaries. Article 6 The project undertaker shall provide the following acceptance documents: (1) Project approval documents (Ministry of Information Industry documents); (two) the project contract, feasibility report and implementation plan; (three) the daily implementation report and annual final report issued by the project undertaker during the project implementation. The main contents include production technology (that is, project progress, quality, technology, etc. ) and the use of funds (that is, the scope of funds, financial discipline, efficiency and repayment of loans, etc.). ); (four) the project summary report (including the "electronic information industry development fund project acceptance form"); (five) the financial statements of the project (including the audited annual financial statements of the project undertaker for two consecutive years). Article 7 During the acceptance period, the implementation of the project and the use of funds, as well as the expenditure, shall be mainly inspected. If the expenditure does not conform to the relevant provisions of the state or the fund management measures, it shall be corrected in time. The project undertaker shall actively cooperate according to the previously signed contract, truthfully reflect the situation and provide relevant auxiliary materials. Article 8 The acceptance procedures are as follows: (1) Access: Access to the acceptance documents provided by the project undertaker; (two) review: according to the acceptance plan, review the relevant financial data, business information and written records of the project undertaker; 1. Review methods include sampling, inspection, review, planning, comparative analysis, account analysis, field observation, inquiry and investigation. 2. Deng's random sampling is adopted for the evaluation sampling, and the sampling proportion is determined by the acceptance team according to the workload and specific conditions. (3) On-site inspection: by consulting relevant documents, on-site inspection or investigating relevant units and individuals, the problems found in the acceptance and the situations that need to be verified are recorded in the low draft of the acceptance work. When collecting certification materials, there shall be no less than two people accepting the case, and the evidence shall be sufficient for the problems that need to be investigated and collected. The certification materials shall be signed or sealed by the provider. (4) Analysis: collate and compare the facts and related materials identified in the acceptance, and determine the problems to be verified. (5) Evaluation: make a comprehensive judgment on the facts of the examination and make an acceptance conclusion on the acceptance content. The evaluation of acceptance projects should adhere to the principles of seeking truth from facts, objectivity and fairness. For specific matters not involved in the inspection process, or insufficient evidence, or lack of evaluation basis, or unclear standards, no conclusive evaluation will be made for the time being. After the first verification, inspection, analysis and evaluation, if there are still unresolved problems or doubts about some facts, it is necessary to organize acceptance for many times until the facts and problems are clearly identified. Chapter V Conclusion of Acceptance Article 9 After the acceptance, the acceptance team shall organize experts and relevant institutions to review the final acceptance opinions to be made and report them to the fund management office. Office according to the "fund management measures" to make the acceptance conclusion, notify the project undertaker. Article 10 The fund management office shall regularly report the implementation of acceptance to the Ministry of Finance and the Ministry of Information Industry every year. Chapter VI Supplementary Provisions Article 11 The right to interpret these acceptance measures belongs to the fund management office; Article 12 The acceptance measures shall come into force on June 6, 0/kloc-0. -Fill in the daily newspaper: printed by the Ministry of Information Industry. Two. Requirements for filling in the form 1 This form must be filled in printed font, signed by the person in charge of the unit and stamped with the official seal of the unit. 2. Time limit for submission: the project undertaker of the Development Fund shall fill in this acceptance form within two months after the completion of the project. 4. Submission method: The project undertaker of the development fund shall prepare this acceptance form within the submission period, and mail it to the electronic information industry development fund management office of the Ministry of Information Industry together with the acceptance application and the closing report. V. The company shall provide relevant attachments 1. Project approval document (document issued by the Ministry of Information Industry), project contract, feasibility report and implementation plan. 2. The daily implementation report and annual final accounts report issued by the project undertaker during the project implementation. Copies of relevant original materials for fund implementation. 4. Proof materials of various achievements made in the implementation of the project, with photos or samples of existing products or samples attached. 5. If the project products have entered the market, a copy of the relevant sales contract shall be attached. Intransitive verb note 1.
