Article 4: The work of providing security for veterans shall adhere to the leadership of the Communist Party of China, adhere to the policy of serving economic and social development, national defense and military construction, and adhere to the principles of people-oriented, classified security, service priority, and in accordance with the law. principles of management.
Article 5: The security of retired military personnel should be coordinated with economic development and compatible with social progress.
The placement of retired military personnel should be open, fair and impartial.
The political and life benefits of retired military personnel are linked to their contributions during active service.

Article 6 Retired military personnel should continue to carry forward the fine traditions of the people's army, modelly abide by the Constitution, laws and regulations, keep military secrets, practice socialist core values, and actively participate in socialist modernization.
Article 7 The department in charge of retired military affairs under the State Council is responsible for the security of retired military personnel nationwide. The departments in charge of retired military affairs of local people's governments at or above the county level are responsible for the security of retired military personnel in their respective administrative regions.
Relevant central and state agencies, relevant departments of the Central Military Commission, and relevant local agencies at all levels should ensure the protection of retired military personnel within the scope of their respective responsibilities.
Departments at all levels of the military responsible for work related to retired military personnel and the departments in charge of retired military affairs of the people's governments at or above the county level should closely cooperate to ensure the protection of retired military personnel.
Article 8: The state strengthens the informatization construction of retired military support work, establishes files and cards for retired military personnel, realizes the sharing of information between relevant departments, and provides support for improving the ability of retired military personnel to provide support.
The department in charge of retired military affairs under the State Council shall work closely with relevant central and state agencies and relevant departments of the Central Military Commission to coordinate the construction, maintenance, application and information security management of information data systems.
Article 9 The funds required for the protection of retired military personnel shall be jointly borne by the central and local finance agencies. Funds for retirement placement, education and training, and pensions and preferential treatments are mainly borne by the central government.
Article 10: The state encourages and guides social forces such as enterprises, social organizations, and individuals to provide support and assistance to retired military personnel through donations, establishment of funds, volunteer services, etc. in accordance with the law.
