First, property service companies charge more out of context.
At present, some property service companies have taken it out of context and publicly issued a notice to the owners about the maintenance premium of residential elevators, fire fighting and other facilities and equipment. The reason is just to grasp the phrase "the required funds shall be borne by the owner". It is a universal fee, which increases the property service fee in disguise.
Second, the owner can refuse to pay the so-called "maintenance premium" according to relevant regulations.
First, the Regulations of Jiangsu Province on Property Management clearly stipulates that. Article 75 stipulates that after the residential property is delivered for use, the daily maintenance costs of elevators and fire-fighting facilities and equipment shall be borne by the owners; Its renovation should be carried out in accordance with relevant laws and regulations, and the required funds should be borne by the owners, and the government can give subsidies.
Article 75 also stipulates that after the implementation of these regulations, if the transferee's residential property is equipped with elevators, the construction unit shall deposit funds in proportion to the total construction and installation cost 1% before delivery, which shall be used exclusively for the renovation of elevators, fire fighting and other facilities and equipment. This fund belongs to the owner and is included in the management of residential special maintenance funds within the property management area.
The implementation of article 75 should not be taken out of context, but only one sentence that is beneficial to property.
Second, the "Measures for the Administration of Property Service Charges in Jiangsu Province" made specific provisions. In addition, the Jiangsu Provincial Price Bureau and the Jiangsu Provincial Department of Housing and Urban-Rural Development issued the Measures for the Administration of Property Service Charges in Jiangsu Province according to the newly revised Regulations on Property Management in Jiangsu Province, which came into effect from 20 14 to 1 with a validity period of 5 years. (ten) other expenses agreed by the owners' meeting;
(eleven) statutory taxes and reasonable profits.
The maintenance, renewal and renovation costs of the * * * part of the property and the * * * facilities and equipment shall be paid by the residential special maintenance fund, and shall not be included in the property service expenditure or property service cost repeatedly.
Article 11 stipulates that the facilities and equipment used in the property management area generally include elevators, antennas, fire-fighting facilities, corridor lighting, street lamps, roads, green spaces, water pumps, non-operating parking garages, monitoring and security facilities, public welfare cultural and sports facilities, property service houses and houses used by facilities and equipment.
It can be seen from these two articles that the property service fees paid by the owners have included the maintenance fees of public facilities and equipment such as elevators and fire fighting, and the property company should not charge the so-called "maintenance premium" additionally.
Third, high-rise residential buildings with elevators have already levied maintenance fees such as elevators. The price departments of municipal governments at all levels in Jiangsu Province check the related expenses according to whether there is an elevator in the public service charging standard of ordinary residential property.
Grade standard of public service fee for ordinary residential property (registered area of property right certificate per square meter per month)?
The first-class elevator is 0.25 yuan/m2, and the elevator is 0.35 yuan/m2.
The second-class elevator is 0.35 yuan/square meter, and the elevator is 0.45 yuan/square meter.
The third-class elevator is 0.45 yuan/square meter, and the elevator is 0.55 yuan/square meter.
No elevator on the 4th floor is 0.55 yuan/m2, and there is an elevator of 0.65 yuan/m2.

Note: The above charging standards for residential buildings with elevators do not include the sharing of electricity charges for elevators.
Therefore, the elevator maintenance premium should be paid by the property service company from the property service fee charged, and should not be used as an excuse to increase the property service fee.
