OTC funds, simply put, are buying funds in the primary market - buying them directly from the fund company (the major platforms only sell them as agents). After the fund company issues the fund, we can buy/sell from the fund company.

For on-exchange funds, buying funds that have been resold by others from other investors (in most cases) on the stock exchange (securities app) can be understood as buying and selling from the secondary market.
