The Measures for the Administration of Residential Special Maintenance Funds stipulates that the public facilities and drainage pumps in the basement belong to public facilities, so the maintenance fund can be activated, and the exclusive part of the residential special maintenance fund needs to cover more than two-thirds of the total construction area and more than two-thirds of the total number of owners. Residential special maintenance funds refer to funds earmarked for the maintenance, renewal and transformation of residential parts and facilities after the expiration of the warranty period, and shall not be used for other purposes.
