The competent department of agriculture and vegetables of the Municipal People's Government shall, jointly with the commercial and other relevant departments, formulate a plan for the development and construction of vegetable fields in the suburbs of the region, prepare a plan for the use of funds, and report it to the people's government at the same level for approval before implementation. After the approval of the plan for the use of funds, the government instructed the relevant departments to sign a contract for the development and construction of new vegetable fields with units or individuals who have the conditions to undertake the development and construction of new vegetable fields according to the approved plan for the use of funds. Then the Agricultural Bank will allocate the required funds according to the new vegetable field development and construction plan, the fund use plan and the new vegetable field development and construction contract approved by the Municipal People's Government. If the relevant provisions do not apply to the new vegetable field development and construction fund, the bank has the right to refuse to pay.
