The Henan Provincial Administration for Industry and Commerce is an agency directly under the provincial government in charge of market supervision and administrative law enforcement. Its main responsibilities are:
(1) Implementation of relevant national industrial and commercial administration Guidelines, policies, laws and regulations, formulate local regulations, rules and policies for the province's industrial and commercial administration, and organize their implementation.
(2) Organize and manage the registration of industrial and commercial enterprises, foreign-invested enterprises and units and individuals engaged in business activities in the province, determine the names of registered units in accordance with the law, review and issue relevant certificates and licenses, and implement supervision and management.
(3) Organize and implement the standardized management and supervision of various market operating orders; organize, supervise and inspect market competition behaviors, investigate and deal with cases of monopoly and unfair competition, and combat smuggling and economic activities in accordance with laws, regulations and rules. Acts that violate laws and regulations; organize and manage brokers and brokerage agencies.
(4) Organize to protect the legitimate rights and interests of consumers, organize to supervise the quality of commodities in the circulation field, organize to investigate and deal with cases of infringement of consumer rights, organize to investigate and deal with the distribution of adulterated and counterfeit goods in market management and trademark management.
(5) Organize and manage contract work, supervise and investigate violations of contracts, organize and manage the registration of chattel mortgages, and organize and supervise auctions.
(6) Organize and manage trademark registration work, review and recommend well-known trademarks in accordance with the law; guide and coordinate the identification of famous trademarks; organize the investigation and punishment of trademark violations, protect the exclusive rights of registered trademarks, and guide the work of trademark agencies and trademark associations .
(7) Responsible for the approval of advertising business qualifications, organizing and managing advertising releases and advertising business activities, and investigating and handling illegal advertising cases in conjunction with relevant departments.
(8) Organize and manage the business activities of individual industrial and commercial households, individual partnerships and private enterprises.
(9) Implement vertical management of the province’s industrial and commercial administration system.
(10) Guide the work of directly affiliated units and relevant associations and societies.
(11) Undertake other matters assigned by the provincial government.
