1. Application for certification
1.1 The applicant receives the Application for the Use of Green Food Labels, the Questionnaire on Enterprises and Production from the Green Food Subnet (website) of Zhejiang Agricultural Information Network.
1.2 The applicant shall fill in and submit the Application for the Use of Green Food Signs, the Questionnaire on Enterprises and Production and the following materials to the Green Office of the city where he is located:
(1) A statement to ensure the implementation of green food standards and norms;
(2) production operation procedures (planting procedures, breeding procedures, processing procedures);
(3) the company's quality control system for "base+farmers" (including contract, base map, list of bases and farmers, and management system);
(4) product execution standards;
(5) the text of the registered trademark of the product (copy);
(6) enterprise business license (copy);
(7) enterprise quality management manual;
(8) Other materials required.
2. Acceptance and document review
2.1 After receiving the above application materials, the Municipal Green Office will register and number them, complete the review of the application materials within 5 working days, and issue a Notice of Document Review Opinions to the applicant.
2.2 if the application materials for certification are incomplete, the applicant shall submit supplementary materials within 1 working days after receiving the notice of opinions on document review.
2.3 if the application materials are unqualified, notify the applicant that the application will not be accepted in this growth cycle.
2.4 if the application materials are qualified, article 3 shall apply.
3. On-site inspection
3.1 The Municipal Green Office will make an on-site inspection plan, and after the plan is confirmed by the applicant, two or more inspectors will be appointed to conduct the on-site inspection.
3.2 the inspector shall conduct item-by-item inspection according to the green food inspector's work manual of China green food development center (hereinafter referred to as zhonglv center) and the requirements of the on-site inspection plan. Each inspector shall fill in the on-site checklist and on-site inspection opinions separately. The on-site inspection shall be completed within 3 working days, and the on-site inspection evaluation report shall be submitted to the Municipal Green Office within 2 working days after the on-site inspection.
3.3 if the on-site inspection is unqualified, the municipal green office will notify the applicant in writing, and the certification conclusion will be rejected, and its application will no longer be accepted in this production cycle.
4. product sampling
4.1 if the on-site inspection is qualified, and the products suitable for smoking can be drawn at that time, the inspector will sample the products according to the Technical Specification for Sampling Green Food Products (Trial) of Zhonglv Center and fill in the Sampling Sheet for Green Food Products. Special products (such as animal products, etc.) shall be stipulated separately.
4.2 if there are no products suitable for smoking at that time, the inspector and the applicant will determine the sampling plan on the spot.
4.3 the applicant will send the samples, product implementation standards, green food product sampling form and inspection fee to the designated product monitoring institution of green food.
5. Environmental investigation
5.1 While conducting on-site inspection, the inspector conducted an investigation on the environmental quality of the producing area according to the Technical Specification for Investigation on the Environmental Quality of the Producing Area of Green Food (Trial) issued by China Green Center, and filled in the Questionnaire on the Environmental Quality of the Producing Area of Green Food and the List of Environmental Quality Investigators in detail. Submit an investigation report to the Municipal Green Office within 2 working days after the investigation.
5.2 after investigation, it is confirmed that the environmental quality of the producing area conforms to the conditions of exemption from measurement specified in Technical Specification for Investigation of Environmental Quality of Green Food Producing Areas (Trial) of China Green Center, and environmental monitoring is not required.
5.3 according to the relevant provisions of the technical specification for investigation of environmental quality in green food producing areas (for trial implementation) issued by China Green Center, if it is confirmed that environmental monitoring is necessary after investigation, Article 6 shall be implemented.
6. Environmental monitoring
6.1 If it is necessary to carry out environmental monitoring after receiving the investigation report on the current environmental quality of the place of origin submitted by the inspector, the Municipal Green Office shall send the Notice on the Investigation Task of the Current Environmental Quality of Green Food to the designated environmental monitoring institution of green food within 2 working days.
6.2 after receiving the notice, the designated environmental monitoring agency shall issue 2 copies of environmental monitoring report within 4 working days, together with 2 copies of the Environmental Quality Monitoring Form of Green Food, and submit it to the Municipal Green Office.
7. Product testing
7.1 The designated product monitoring institution of green food shall complete the testing work within 2 working days after receiving the samples, product implementation standards, Green Food Product Sampling Sheet and testing fee, issue 2 product testing reports, and submit them to the Municipal Green Office together with 2 completed Green Food Product Testing Forms.
8. Pre-examination
8.1 The Municipal Green Office has received the on-site inspection and evaluation report of inspectors, the investigation report on the present situation of environmental quality in the producing area, the questionnaire on the present situation of environmental quality in the producing area of green food, the list of environmental quality investigators in the producing area of green food, the sampling list of green food products, the environmental monitoring report and the environmental quality monitoring table of green food submitted by designated environmental monitoring institutions. Within 3 working days after the Product Testing Report and the Green Food Product Testing Form submitted by the designated product testing institutions, the Green Food Pre-examination Form of the Municipal Green Office shall be signed, and the certification application materials shall be submitted in duplicate to the Zhejiang Green Food Office (hereinafter referred to as the Provincial Green Office).
9. preliminary examination
9.1 after receiving the above materials submitted by the municipal green office, the provincial green office will make a preliminary examination conclusion within 5 working days.
9.2 if the preliminary conclusion is that "the materials are incomplete or need to be supplemented", the provincial green office will send the notice of preliminary examination of green food certification to the municipal green office. The Municipal Green Office urges the applicant to submit the supplementary materials to the Municipal Green Office within 5 working days, and the Municipal Green Office shall submit them to the Provincial Green Office within 3 working days after receiving the supplementary materials.
9.3 if the conclusion of the preliminary examination is unqualified, the provincial green office will send the notice of preliminary examination of green food certification to the municipal green office, which will inform the applicant that the application will no longer be accepted in the human-oriented growth cycle.
9.4 if the preliminary conclusion is "qualified", the provincial green office will submit the above materials and the green food certification form of the provincial green office to the central green center.
1. Certification Review
1.1 After receiving the materials submitted by the Provincial Green Office and the Questionnaire on the Basic Information of Applying for Green Food Certification directly sent by the applicant, the Certification Office of China Green Center will issue an acceptance notice within 2 working days, notify the applicant in writing and send a copy to the Provincial Green Office. After receiving the acceptance notice, the Provincial Green Office will send it to the Municipal Green Office.
1.2 The Certification Office of China Green Center shall organize examiners and relevant experts to review the above materials and make audit conclusions within 2 working days. #p# Paging title #e#
1.3 If the audit conclusion is "in doubt, on-site inspection is needed", the Certification Office of Zhonglv Center will complete the on-site inspection plan within 2 working days, notify the applicant in writing, and send a copy to the Provincial Green Office, which will send it to the Municipal Green Office. 1.4 if the audit conclusion is "the materials are incomplete or need to be supplemented", the Certification Office of Zhonglv Center will send the Notice of Green Food Certification Audit to the applicant and send a copy to the Provincial Green Office, which will send it to the Municipal Green Office. After receiving the Notice of Green Food Certification Audit, the Municipal Green Office requires the applicant to submit supplementary materials to the Municipal Green Office within 1 working days, the Municipal Green Office to the Provincial Green Office within 5 working days, and the Provincial Green Office to the Central Green Certification Office within 5 working days.
1.5 if the audit conclusion is "qualified" or "unqualified", the certification department of zhonglv center will submit the certification materials and certification audit opinions to the green food review Committee.
11. Certification review
11.1 The Green Food Review Committee will conduct a comprehensive review within 1 working days after receiving the certification materials and the audit opinions of the Certification Department, and make a final certification conclusion.
11.2 The final conclusion of certification is divided into two situations:
(1) Certification is qualified
(2) Certification is unqualified
11.3 The conclusion is "Certification is qualified", and Article 12 shall be implemented.
11.4 if the conclusion is "unqualified certification", the secretariat of the evaluation committee will send the Notice of Certification Conclusion to the applicant within 2 working days after making the final conclusion, and send a copy to the Provincial Green Office, which will send it to the Municipal Green Office. This production cycle will no longer accept its application.
12. Certification
12.1 The Green Center will send the relevant documents for accreditation to the "certified qualified" applicant within 5 working days, and send a copy to the Provincial Green Office, which will send them to the Municipal Green Office. The Municipal Green Office urges the applicant to sign a license contract for the use of green food marks and trademarks with the China Green Center within 6 working days.
12.2 Certificate issued by China Green Center.
12.3 after receiving the green food use certificate and the green food mark trademark use license contract, the provincial green office will send it to the municipal green office, which will send it to the applicant.
ii. renewal certification
1. definition and conditions of renewal
1.1 renewal refers to that a product of a green food production enterprise applies for the use of the green food mark after the expiration of the license, and continues to use the green food mark on the product after being certified.
1.2 The renewal shall meet the following conditions at the same time:
1.2.1 The enterprise has passed the annual inspection;
1.2.2 The enterprise shall apply for renewal to the local Green Office three months before the expiration of the green food mark trademark use certificate (hereinafter referred to as the certificate);
1.2.3 if the scale of the product (or raw material) origin is enlarged or the origin area is changed, if it is necessary to monitor the environmental quality of the origin, the enterprise shall apply for renewal to the local municipal green office five months before the expiration of the certificate;
1.2.4 enterprises should reasonably arrange the application time for renewal according to the production season of products, and ensure that there are products suitable for sampling inspection when applying for renewal.
2. Basic requirements for renewal
2.1 The Municipal Green Office shall submit relevant materials for renewal to the Provincial Green Office two months before the expiration of the certificate.
2.2 the municipal green office should organize and arrange the annual inspection and renewal of green food enterprises in the third year in a planned way.
2.3 the product whose right to use the green food mark is cancelled due to unqualified annual inspection conclusion will no longer accept the application for using the green food mark within one year after the cancellation of the right to use the mark. When applying again, it will not be renewed, but will be implemented according to the Green Food Certification Procedure (Trial).
2.4 the start time of renewing the product certificate is linked with the end date of the previous cycle.
3. Application for renewal
The applicant submits the Application for Renewal Certification of Green Food Marks and the following materials (hereinafter referred to as renewal application materials) to the local Green Office:
(1) Statement to ensure that the renewed products strictly implement green food standards and specifications
(2) Copy of the approved certificate
(3) Renewed raw material supply and purchase contract (including the company) P>4. Acceptance and document review
4.1 After receiving the application materials for renewal, the Municipal Green Office will register and number them, and complete the document review according to the green food standards and relevant regulations within 2 working days, and issue the Notice of Opinions on Document Review of Renewal Products to the applicant, and send a copy to the Provincial Green Office.
4.2 if the application materials for renewal are incomplete, the applicant is required to submit supplementary materials within 3 working days after receiving the notice of opinions on document review.
4.3 if the application materials for renewal are unqualified, notify the applicant that the application for this product will no longer be accepted in the production cycle. When applying again, it shall be implemented according to the Green Food Certification Procedure (Trial).
4.4 if the application materials for renewal are qualified, arrange on-site inspection and product sampling.
5. On-site inspection and product sampling
5.1 The renewal certification inspection shall be combined with the annual inspection in the third year, and shall be conducted by two or more supervisors (supervisors and inspectors * * * when supervisors do not meet the requirements) in accordance with the Work Manual for Green Food Inspectors of Zhonglv Center and Technical Specifications for Investigation of Environmental Quality Status of Green Food Producing Areas (Trial).
5.2 if the on-site inspection is qualified, arrange product sampling:
5.2.1 In the third year, China Green Center will conduct sampling inspection on qualified products, which is exempted from product sampling inspection.
5.2.2 the applicant has provided the product quality inspection report issued by the designated green food product quality monitoring institution in the past year, and if it meets the inspection items and quality requirements of green food products, the product sampling inspection is exempted.
5.2.3 arrange product sampling for products that need sampling inspection. Inspectors shall sample and seal samples according to the Technical Specification for Sampling Green Food Products (Trial) issued by China Green Center, and fill in the Sampling Sheet for Green Food Products. Special products (such as animal products, etc.) sampling shall be stipulated separately.
5.3 the applicant will send the sealed samples, product implementation standards, green food product sampling form and inspection fees to the designated monitoring institutions for green food product quality.
5.4 if the annual inspection and renewal certification inspection are unqualified, no product sampling will be arranged. The application will not be accepted within one year. #p# Paging title #e#
6. Environmental monitoring
6.1 If it is confirmed by the investigation on the present situation of environmental quality that the range of origin, area of origin and environmental quality of origin of products or raw materials have not changed, environmental monitoring is exempted.
6.2 if any of the range of origin, area of origin and environmental quality of origin of a product or product raw materials changes and meets the conditions of exemption from measurement, environmental monitoring shall be exempted. If it is necessary to carry out environmental monitoring, the Municipal Green Office shall, within 2 working days after receiving the investigation report on the present situation of environmental quality in the place of origin, notify the designated monitoring institutions of environmental quality of green food in writing to carry out environmental monitoring on the scope of change.
6.3 after receiving the notice, the designated monitoring institution of environmental quality of green food shall issue an environmental monitoring report within 2 working days, and submit it to the Municipal Green Office together with the completed Environmental Monitoring Form of Green Food.
7. product testing
after receiving the samples, the designated green food product quality monitoring institutions will complete the testing work within 15 working days, issue a product testing report, and submit it to the Green Center together with the completed Green Food Product Testing Form, and send a copy to the Municipal Green Office.
8. Certification audit
8.1 After receiving the inspector's on-site inspection and evaluation report and the investigation report on the current situation of environmental quality in the place of origin, the Municipal Green Office will sign the opinions within 2 working days and submit the renewal materials to the Provincial Green Office. By the provincial green office after the audit report in the green center.
8.2 after receiving the above materials, environmental quality monitoring report and product testing report, zhonglv center will make an audit conclusion within 5 working days.
8.2.1 if the audit conclusion is "supplementary explanation is needed", the certification office of zhonglv center will send the green food certification audit notice to the applicant and send a copy to the provincial green office. The Provincial Green Office informs the Municipal Green Office to require the applicant to submit the supplementary materials to the China Green Center within 1 working days, and send a copy to the provincial and municipal green offices.
8.2.2 if the audit conclusion is "on-site inspection is needed again", zhonglv center will complete the on-site inspection plan within 2 working days, notify the applicant in writing, and send a copy to the provincial green office, which will promptly notify the municipal green office. After being confirmed by the applicant, the Municipal Green Office will send inspectors to conduct on-site inspection again within 5 working days.
8.2
