To help you answer your questions, I specially invited the Legal Service Center of the Pet Working Committee of the China Entry-Exit Inspection and Quarantine Association. Mr. Li Shuanghua, the director, gave professional interpretations on the 10 issues that everyone is most concerned about in the field of pet food export. 1. Application conditions for production enterprises? Pet food produced in domestic factories is intended to be exported to overseas countries. In accordance with my country's "Measures for the Inspection, Quarantine, Supervision and Administration of Imported and Exported Feed and Feed Additives", the General Administration of Customs implements registration for export production enterprises that export feed. According to the system, exported feed should come from registered export production enterprises. Enterprises should first apply to obtain the "Inspection and Quarantine Registration Certificate for Export Feed Production, Processing, and Storage Enterprises" and obtain foreign registration upon recommendation by the General Administration of Customs. Enterprises applying for the "Inspection and Quarantine Registration Certificate for Export Feed Production, Processing, and Storage Enterprises" need to meet the following four conditions: 01. Factory buildings, processes, equipment and facilities 1. The factory site should be Avoid sources of industrial pollution and keep an appropriate distance from farms, slaughterhouses, and residential areas; 2. The layout of factories and workshops is reasonable, and the production area is separated from the living area and office area; 3. The process design is reasonable and meets safety and health requirements; 4. It has the production capacity Suitable workshops, equipment and storage facilities; 5. Possess pest control facilities (rodents, flies, storage pests, birds, etc.). 02. Have quality management institutions and professional technicians that are suitable for the products they produce. 03. Have testing capabilities that are suitable for safety and health control. 04. Management system: 1. Job responsibility system; 2. Personnel training system; 3. Health examination system for employees; 4. Establish a quality management system in accordance with the principles of Hazard Analysis and Critical Control Points (HACCP), and carry out self-inspection and self-control based on risk analysis; 5. Standard Sanitary Operating Procedures (SSOP); 6. Evaluation and acceptance system for qualified suppliers of raw materials, excipients, and packaging materials ; 7 Feed label management system and product traceability system; 8 Waste and wastewater treatment system; 9 Customer complaint handling system; 10 Quality and safety emergency emergency management system. 2. What information should an enterprise submit when applying? 1. Inspection and quarantine registration application form for export feed production, processing, and storage enterprises (attached with the list of products and raw materials applying for registration); 2. The national feed authorities have review, production license, If product approval number and other requirements are required, relevant certification documents for approval must be provided; 3. Production process flow chart, and indicate necessary process parameters (except those involving trade secrets); 4. Factory floor plan, and provide photos or video materials of key areas . 3. Where should enterprises apply? According to regulations, enterprises should apply to the customs department directly under the jurisdiction of where the factory is located. 4. How long does the review take? The customs acceptance department will decide whether to accept the application within 5 days, and will make an approval within 20-30 days after acceptance, and notify the applicant enterprise. Under the current epidemic situation, most customs directly under the Central Government use the online administrative approval platform to implement face-to-face approval of export feed production and processing enterprises. They use telephone appointments, email, WeChat and other channels to guide enterprises to fill in application information, which greatly improves the efficiency of enterprise declaration. With high accuracy, the registration can be approved on the same day as soon as possible. 5. Validity period and annual review of the certificate The validity period of the certificate is five years. The customs will conduct an annual review of the registered export production enterprises. Those who pass the annual review will have a record of annual review passed on the "Registration Certificate" (copy). 6. Do different factories of the same enterprise need to be registered separately? Export manufacturing enterprises belonging to the same enterprise, located in different locations, with independent production lines and quality management systems should apply for registration separately. 7. How to further obtain foreign national registration? If the importing country or region requires a list of registered export production enterprises, it will be reported to the General Administration of Customs after being reviewed by the customs directly under the Customs.

Will foreign countries conduct on-site audits? Depending on the policies of different countries, some countries will send expert groups to conduct on-site audits of enterprises. 9. Do export trading enterprises need to register? The customs implements registration management for feed export enterprises. Export enterprises should register with the local customs before or when they apply for inspection for the first time. 10. Domestic Pet Enterprise Export Data As of August 2018, there are ***204 registered pet food export manufacturing enterprises nationwide, 452 registered export feed additive manufacturing enterprises nationwide, and other animal feed registered export enterprises nationwide. ***696 homes.
