Article 1 In order to promote and improve the clear pricing system for goods and services, maintain market price order, promote open and fair market price competition, and protect the legitimate rights and interests of consumers, in accordance with the national "Regulations on the Implementation of Goods and Services" "Regulations on Clearly Marked Prices" and its implementation details, these regulations are formulated in light of Xiamen's actual conditions. Article 2 All state-owned, collective, private and foreign-funded enterprises, administrative institutions and other organizations as well as individual industrial and commercial households engaged in purchasing, selling goods and collecting fees in Xiamen City must implement a clear price marking system in accordance with these regulations. Article 3 The Xiamen Municipal Price Inspection Office and the district (county) Price Inspection Office are the competent departments responsible for supervising and inspecting the clear pricing of goods and services.

The Xiamen City Employee Price Supervision Station is entrusted by the Xiamen City Price Inspection Office to cooperate with each price inspection office to be responsible for the daily supervision and inspection of clearly marked prices. Article 4 The price labels or price lists in each district of Xiamen City are uniformly supervised by the Xiamen City Price Inspection Office, and the price labels or price lists in Tong'an County are uniformly supervised by the Tong'an County Price Inspection Office. If special price tags need to be produced due to the characteristics of the industry, they must be approved and supervised by the city or county price inspection office. No unit or individual may print without authorization. Article 5: The price of goods shall be clearly marked using uniform price tags, and the price of goods shall be disclosed in a "display style" or "display style"; the price of service charges shall be clearly marked using price lists, price tags, price boards, price lists, and price books ( (collectively referred to as the price list), which discloses service prices or charging standards in a "hanging" or "displayed" format. Article 7 The prices of goods and services priced by the state must be strictly in accordance with the prices stipulated by the state; the prices of goods and services subject to national guidance prices shall be strictly controlled within the prescribed range; the prices of goods and services with liberalized prices shall be determined according to the price set by the state. Prices are determined independently based on market supply and demand conditions and are publicly listed. Article 8 The RMB amount indicated on the price tag or price list must be expressed in yuan, jiao, and cents, and the unit price must be expressed in Arabic numerals. The unit of price tag or price list for large and huge transactions can be "10,000 yuan". Article 9: For any shops, merchandise counters, foreign-related restaurants, hotels, guesthouses, travel agencies, etc. that specialize in foreign-related goods and charge foreign currency, the price or charging standard column in the price tag or price list shall be marked in Chinese and foreign languages ??respectively. If RMB is charged, the RMB amount converted according to the market exchange rate should also be indicated. Article 10: The settlement shall be based on the actual transaction price, and the specific payment items and prices shall be listed. If you consume first and settle later, you must issue a settlement receipt. Article 11 In the sale and purchase of goods, if goods with different names or the same name have any of the following circumstances, one goods, one signature must be implemented:

(1) Different origins;

(2) Different specifications;

(3) Different grades;

(4) Different materials;

(5) Different colors;

(6) Different packaging;

(7) Different trademarks. Article 12 For those engaged in retail business, commodity price tags should include main contents such as product name, place of origin, specification, grade, pricing unit, retail price, etc. The price tag must be approved and signed by a full-time and part-time price clerk or a designated person. Article 13 Where open-shelf counters or self-selected (super) markets use coding machines to affix price tags on commodities or their packaging, they must also clearly label price tags by category on the cabinets (shelf) where the commodities are displayed in accordance with Article 12 of these regulations. List price. Article 14 The original price and current price of goods that are subject to price reduction must be publicly marked to distinguish them from normal commodity prices. Article 15: The prices of certain frozen beverages and convenience foods can be marked in the form of a detailed price list near the product. Article 16 Certain commodities that are too small in size, have many designs, colors, and varieties and are not suitable for using uniform price tags due to industry characteristics or need to reduce the content of price tags, as well as special commodities such as art treasures and antiques that are not suitable for price tags, must be approved by Xiamen City Approved by the price authority.

Article 17 Those engaged in the following wholesale business must indicate the product name, place of origin, grade, pricing unit, wholesale price, etc. on the sales invoice and price tag or price list:

(1) According to normal pricing Purchasing or selling goods;

(2) Determining the wholesale price according to the settlement method;

(3) Determining the wholesale price according to the marketing method;

(5) The wholesale price is determined based on the sales target. Article 18 Any unit or individual that charges fees must publish a detailed price list of charging items in a conspicuous location at the location or business premises where fees are required to be paid. The price list should include the name of the charging items, grade or specification, service content, Main contents such as pricing unit and charging standard.

(1) Public buses and buses must post price lists of operating routes at designated locations on the vehicles; "taxi" taxis must post price lists of base price kilometers and vehicle kilometers at designated locations on the vehicles.

(2) Railway, highway, water transport, civil aviation and other operating departments must display the passenger fares, cargo freight and miscellaneous fee price lists in eye-catching locations such as ticket offices or business premises. When railways, transportation and other departments sell goods on dining cars, kiosks and mobile vending carts serving cars, ships and docks (stations), they should indicate the product name, unit of measurement, sales price and other main contents.

(3) Postal service, telecommunications, electrical industry, movie theaters, parks, tourist attraction parking lots, sports competition venues and service units, etc., must publish detailed price lists of charging items in conspicuous places in their business premises.

(4) Medical and health units or self-employed medical households must display the charging prices in conspicuous locations at outpatient and inpatient charging offices and relevant departments.

(5) All types of schools, kindergartens, nurseries and other educational units must publish various fee items and standards in the form of fee notices before the start of the school year.

(6) Hotels, restaurants, hotels, travel agencies, guest houses, hotels, restaurants, restaurants, restaurants, barber shops, hair salons, beauty salons, dance halls, karaoke, KTV, saunas, teahouses, electronics Game rooms (halls) and other leisure and entertainment service venues must clearly indicate the scope, method, facilities, time, charging standards and other service items of the service provided in a conspicuous position on their business premises; if there are goods for sale, they should be based on this Regulation 12 provides for pricing.

(7) Maintenance industries such as automobiles, motorcycles, bicycles, televisions, refrigerators, air conditioners, clocks, etc. should publish maintenance items and their charging standards in a conspicuous place at the maintenance site.
