(1) Certification application. The applicant shall obtain the "Application Form for the Use of Green Food Logo", "Enterprise and Production Situation Questionnaire" and related information, or download them from the center's website. The applicant fills in and submits the "Application Form for the Use of Green Food Logo", "Enterprise and Production Situation Survey Form" and the following materials to the provincial green office: a statement to ensure the implementation of green food standards and specifications, production operating procedures (planting procedures, breeding procedures) , processing procedures), quality control system for "base farmers" (including contract, base map, list of bases and farmers, management system), product execution standards, product registered trademark text (copy), business license (copy), Enterprise quality management manual and other required materials (if the company has passed system certification, a copy of the certificate will be attached).
(2) Acceptance and document review. After receiving the above application materials, the Provincial Green Office will register and number them, complete the review of the certification application materials within 5 working days, and issue a "Notice of Review Opinions" to the applicant, with a copy to the Central Certification Office. If the application materials for certification are incomplete, the applicant is required to submit supplementary materials 10 working days after receiving the "Notice of Review Opinions". If the application materials for certification are unqualified, the applicant will be notified that their application will no longer be accepted during this growth cycle. If the application materials for certification are qualified, proceed to the next procedure.
(3) On-site inspection and product sampling. The Provincial Green Office should specify the on-site inspection plan in the "Notice of Document Review Opinions" and appoint 2 or more inspectors to conduct on-site inspection after the plan is confirmed by the applicant. The inspectors conduct inspections one by one based on the relevant items stipulated in the "Green Food Inspector Work Manual" (Trial Implementation) and the "Technical Specifications for Investigation of Environmental Quality Status Quo of Green Food Producing Areas" (Trial Implementation). Each inspector fills out the on-site inspection form and inspection opinions individually. The on-site inspection and environmental quality status investigation work will be completed within 5 working days. After completion, the on-site inspection assessment report, environmental quality status status investigation report and relevant investigation materials will be submitted to the Provincial Green Office within 5 working days. If the on-site inspection is qualified, product sampling can be arranged. If the applicant provides a product quality testing report issued by a green food designated product monitoring agency within the past year, and is confirmed by the inspector to meet the green food product testing items and quality requirements, product sampling testing will be exempted. If the on-site inspection is qualified, product sampling will be arranged for products that require sampling testing.
(4) Environmental monitoring. The investigation of the current environmental quality of green food production areas will be completed simultaneously by inspectors during on-site inspections. After investigation, it was confirmed that the environmental quality of the production area meets the conditions for exemption from testing specified in the "Technical Specifications for Investigation of the Current Status of Environmental Quality of Green Food Production Areas" and is exempted from environmental monitoring. According to the relevant provisions of the "Technical Specifications for Investigation of the Current Status of Environmental Quality of Green Food Producing Areas", if it is confirmed through investigation that environmental monitoring is necessary, the Provincial Green Food Office will notify the green food designated environmental monitoring agency in writing within 2 working days after receiving the investigation report. Carry out environmental monitoring and send a copy of the notice to the central certification office. After receiving the notice, the designated environmental monitoring agency will issue an environmental monitoring report within 40 working days, together with the completed "Green Food Environmental Monitoring Status Form", and submit it directly to the Central Certification Office, with a copy to the Provincial Green Office.
(5) Product testing. After receiving the samples, product implementation standards, "Green Food Product Sampling Sheet" and testing fees, the green food designated product monitoring agency will complete the testing work within 20 working days and issue a product testing report, together with the filled-in "Green Food Product Testing Situation" Form", submit it to the Certification Office of the Center, and send a copy to the Provincial Green Office.
(6) Certification audit. After receiving the inspector’s on-site inspection and evaluation report and the environmental quality status investigation report, the Provincial Green Office will sign the review opinions within 3 working days and submit the certification application materials, the inspector’s on-site inspection and evaluation report, the environmental quality status investigation report and the “Provincial Green Office” Submit the Green Food Certification Status Form and other materials to the certification office of the center.
After receiving the materials submitted by the Provincial Green Office, environmental monitoring reports, product testing reports and the "Basic Situation Questionnaire for Application for Green Food Certification" directly sent by the applicant, the Central Certification Office will register and number it. After confirming receipt of the last An acceptance notice will be issued within 2 working days after the materials are submitted, and the applicant will be notified in writing, with a copy sent to the Provincial Green Office. The Central Certification Office will organize reviewers and relevant experts to review the above materials and make review conclusions within 20 working days. If the audit conclusion is "there is doubt, on-site inspection is required", the Central Certification Office will complete the on-site inspection plan within 2 working days, notify the applicant in writing, and send a copy to the Provincial Green Office. After receiving confirmation from the applicant, an inspector will be dispatched to conduct on-site inspection again within 5 working days. If the review conclusion is that "the materials are incomplete or additional explanations are needed", the Central Certification Office will send the "Green Food Certification Review Notice" to the applicant, with a copy to the Provincial Green Office. Applicants need to submit supplementary materials to the Central Certification Office within 20 working days, and send a copy to the Provincial Green Office. If the audit conclusion is "qualified" or "unqualified", the Central Certification Office will submit the certification materials and certification audit opinions to the Green Food Review Committee.
(7) Certification review. The Green Food Review Committee will conduct a comprehensive review within 10 working days after receiving the certification materials and the review opinions of the certification office, and make a final conclusion on the certification. The final conclusion of certification is divided into two situations: certified or failed. The conclusion is "certified qualified" and the next procedure is executed. The conclusion is "certification unqualified". Within 2 working days of making the final conclusion, the secretariat of the review committee will send the "Notice of Certification Conclusion" to the applicant, with a copy to the Provincial Green Office. Applications will no longer be accepted during this production cycle.
(8) Certificate issuance. The center will send the relevant documents for certification to the "certified qualified" applicant within 5 working days, and a copy will be sent to the Provincial Green Office. The applicant shall sign the "Green Food Logo Trademark Use License Contract" with the center within 60 working days. The center director issues the certificate.
