Article 2 All units and individuals (hereinafter referred to as units) engaged in striving for famous brand products and their supervision and management within the administrative area of this autonomous region shall abide by these measures. Article 3 The Economic and Trade Commission of the Autonomous Region (hereinafter referred to as the "Economic and Trade Commission") is in charge of brand-name products in the whole region, and is responsible for the unified planning, unified organization, guidance and coordination of brand-name products in the whole region. Article 4 The people's government of the autonomous region and the relevant departments shall give priority to the units striving for famous brand products in the autonomous region in terms of technology introduction, technology development and technological transformation, as well as capital, energy and transportation arrangements; Give support in attracting investment and export trade. The brand-name products of the fifth autonomous region shall be evaluated in accordance with the conditions and procedures stipulated in these Measures, and no other unit shall conduct the selection activities of brand-name products. Article 6 It is forbidden to counterfeit famous brand products. All units and individuals have the obligation to protect brand-name products and the right to report and expose counterfeit brand-name products. Chapter II Declaration Article 7 The declaration of brand-name products in the autonomous region shall follow the principle of voluntary participation by units. Eighth where the production of products that meet the following conditions, can declare the brand-name products in the autonomous region.

(1) The products adopt international standards or domestic advanced standards, and the quality has reached or approached the international advanced level of the same era, occupying a leading position among similar products in China or the autonomous region;

(2) The product has a certain popularity and a high market share, and the trademark has been approved and registered and has been used continuously for more than two years;

(3) The unit has certain development potential and business scale, and its product output and sales volume are large, with complete varieties and specifications, and it belongs to the leading products or key products in the autonomous region;

(4) It has a reliable quality assurance system, and the product quality has remained qualified for three consecutive years in the spot check of the country, autonomous region or industry organization.

(1) The application unit shall fill out the Application Form for Famous Brand Products in Ningxia (in quintuplicate), and make plans for striving for famous brand products in the next year, and submit it to the competent department of the unit before June 3th of that year;

(2) After being summarized by the competent department of the unit, the recommended list of brand-name products of this department is put forward, and the plan of striving for brand-name products in the next year shall be submitted to the competent department of the industry before July 3th of that year;

(3) the competent department of industry shall review the recommended list, and submit the review opinions and the product plan for the next year to the Economic and Trade Commission of the autonomous region before August 3th of that year.

if the reporting unit has no competent department, it can directly report to the competent department of the industry.

the application form for Ningxia famous brand products is uniformly printed by the economic and trade commission of the autonomous region. Article 12 The competent department of the unit and the competent department of industry shall review the relevant quality management status of the reporting unit; The applicant shall provide relevant data and information. Chapter III Evaluation and Appraisal Article 13 The Autonomous Region shall set up an "Autonomous Region Famous Brand Strategy Leading Group" (hereinafter referred to as the "Leading Group") to be responsible for the evaluation and appraisal of famous brand products in the autonomous region.

the office of the leading group is located in the economic and trade commission of the autonomous region and is responsible for the daily work of the leading group. Article 14 the evaluation and appraisal procedures for brand-name products in the autonomous region:

(1) the office of the leading group shall, according to the review opinions submitted by the competent departments of the industry and the plan of striving for brand-name products this year, examine and approve the list of striving for brand-name products this year (hereinafter referred to as the list);

(2) the office of the leading group entrusts the administrative department for industry and commerce of the autonomous region, the product quality supervision and management department and the import and export commodity inspection department to make a comprehensive evaluation of the trademark registration, users' and consumers' opinions, quality status, standard implementation level and export inspection and situation of the products listed in the list, and put forward examination opinions;

(3) the office of the leading group shall, according to the evaluation and review opinions of the relevant departments, put forward the primary list and submit it to the leading group for examination and approval;

(4) The brand-name products of the autonomous region approved by the leading group shall be published in Ningxia Daily and broadcast to solicit the significance of users and consumers; If there are many opinions, the office of the leading group shall submit them to the leading group for review.

the appraisal work listed in the preceding paragraph shall be completed before December 31st of that year. Fifteenth brand-name products of the autonomous region approved by the leading group shall be reported to the people's government of the autonomous region for approval and awarded the title of "Ningxia famous brand products" (hereinafter referred to as the title), and honorary certificates and medals shall be awarded.
