Licheng District is located in the east and south of Jinan City. The geographical coordinates are 36 degrees 19 minutes and 51 seconds north latitude to 36 degrees 53 minutes and 45 seconds, and 116 degrees 55 minutes and 24 seconds east longitude to 117 degrees 22 minutes and 15 seconds. It is adjacent to Zhangqiu City, Daiyue District of Tai'an City, Changqing, Shizhong, Lixia, Tianqiao District and Jiyang County of Jinan. In 2013, the region's GDP reached 71 billion yuan, an increase of 9.6%. The public fiscal budget revenue was 3.277 billion yuan, an increase of 16.65%. There were 18 new municipal-level high-tech enterprises, achieving a high-tech industrial output value of 11.2 billion yuan, an increase of 30%. The number of invention patent applications and authorizations ranked first in the province's county scientific development assessment, and it was rated as the province's trademark strategy implementation demonstration area. The potential for development continues to increase, with 2,726 newly registered enterprises, 438 domestically funded projects introduced, 21.3 billion yuan of funds in place, and 98 projects with investment over 100 million yuan in the region. The actual utilization of foreign investment was US$150 million, and the total import and export volume reached US$2.7 billion, ranking first in the city. Completed fixed asset investment of 33 billion yuan, an increase of 21%. The total retail sales of consumer goods reached 39 billion yuan, an increase of 14%. Investment, consumption, and exports have grown steadily, providing strong support for sustained and healthy economic development.

In 2012, Licheng District is expected to achieve a GDP of 69 billion yuan, an increase of 9.6% over the previous year. Among them: the primary, secondary and tertiary industries completed added value of 3.86 billion yuan, 31.6 billion yuan and 33.54 billion yuan respectively, an increase of 5%, 9% and 10.5% respectively over the previous year. The proportion of the three industries was adjusted from 5.8:46.4:47.8 in the previous year to 5.6:45.8:48.6. The secondary and tertiary industries drove the GDP growth of Licheng District by 4.2 and 5.1 percentage points respectively. The local general budget revenue was 2.809 billion yuan, an increase of 17.03% over the previous year; of which tax revenue was 1.969 billion yuan, an increase of 15.8% over the previous year. Fixed asset investment was 28 billion yuan, an increase of 23% over the previous year, and the total investment volume and growth rate ranked among the top in the city. The disposable income of urban residents was 29,974 yuan, an increase of 11.2% over the previous year; the per capita net income of farmers was 12,653 yuan, an increase of 11.5% over the previous year. In 2011, 72 major projects with a total investment of 14.6 billion yuan were promoted. 52 special agricultural parks such as Moon Bay have been built, and 130,000 acres of structural adjustment have been completed. The ratio of grain and economic crops in Licheng District has been adjusted from 55:45 at the end of the "Tenth Five-Year Plan" to 44:56. A planting structure dominated by cash crops has basically been formed. A new breakthrough in the transformation from traditional agriculture to modern agriculture has been achieved. We developed 76 leading agricultural enterprises and 475 professional farmer cooperatives, certified 125 organic, green, and pollution-free agricultural products, and created 57 famous and high-quality agricultural product brands at or above the municipal level.

In 2012, the grain yield per unit area reached 378 kilograms. The agricultural structure adjustment of 54,000 acres has been completed, and the ratio of grain and economic crops has been adjusted to 3:7, fully completing the tasks set in the five-year plan for urban modern agriculture. An additional 24,000 acres of land were transferred, bringing the total area to 127,900 acres, accounting for 26% of the cultivated land area in Licheng District. 8 new agricultural parks and 3 new municipal key parks were built, bringing the total number of municipal parks to 24, accounting for 21% of the city. In 2011, there were 60 new industrial enterprises above designated size, reaching 322, of which 87 had annual sales revenue of over 100 million yuan; the main economic indicators of the Lingang Development Zone increased by more than 30% annually on average, and was rated as the "Scientific Development of the Province" Park". A number of major projects related to the overall economic and social development have been completed in Jinan Iron and Steel Co., Ltd., including 2 million tons of high-quality steel.

In 2012, industrial enterprises above designated size in Licheng District achieved an added value of 16.5 billion yuan, an increase of 8.5% over the previous year; main business income was 72 billion yuan, an increase of 9% over the previous year; profits and taxes were 1.6 billion yuan. In 2011, there were 120 new wholesale and retail, accommodation and catering enterprises above designated size, reaching 208. In 2010, the contribution rate of Licheng District's service industry to economic growth reached 50.2%, an increase of 25.3 percentage points from the end of the "Tenth Five-Year Plan". The modern service industry accounted for 43.5% of the added value of the tertiary industry.

In 2012, Licheng District achieved a total retail sales of consumer goods of 29.8 billion yuan, an increase of 17% over the previous year. The contribution rate of the service industry to economic growth reached 52.7%, an increase of 4.5 percentage points from the previous year. 175 new wholesale, retail, accommodation and catering enterprises above designated size were added, reaching 375. The financial insurance and real estate industries achieved local tax revenue of 125 million yuan and 527 million yuan respectively, an increase of 81.6% and 35.7% respectively.
