Since 2002, the administrative licensing for the production, sale and carrying of knives set by the "Regulations" has been included in the first batch of approval items canceled by the State Council. After the State Council canceled the relevant licensing and approval items for the control of knives, the Ministry of Public Security's "Interim Provisions on the Control of Certain Knives" will no longer be implemented except for the relevant licensing and approval provisions, and other management systems are still valid.

Factories and workshops that manufacture knives within the above-mentioned control scope must be reviewed and approved by the competent authorities at or above the county or city level and approved by the local county or city public security bureau, and be issued a "Special Tool Production License" before they are allowed to produce. . Tool samples and their descriptions (name, specifications, models, uses, output) must be submitted to the local county or city public security bureau for filing. Products must be engraved with trademarks and numbers (serial number or batch number).
