Article 2 The Dalian High-tech Industrial Park (hereinafter referred to as the High-tech Zone) as mentioned in these Regulations refers to the area demarcated by the Dalian Municipal People's Government in accordance with the approval of the State Council and the Dalian City Master Plan and High-tech Industrial Development Plan. Article 3 These Regulations apply to units and individuals in the Hi-Tech Zone, as well as units and individuals outside the Hi-Tech Zone engaging in activities related to these Regulations. Article 4 The high-tech zone shall adhere to scientific and technological innovation, develop high-tech industries focusing on software and service outsourcing, high-end service industries and other intelligence-intensive industries based on industrialization bases, and build a new science and technology zone with international competitive advantages. Article 5 The Dalian High-tech Industrial Park Management Committee (referred to as the High-tech Zone Management Committee) is an agency dispatched by the Municipal People's Government. It manages the High-tech Zone under the leadership of the Municipal People's Government and exercises the relevant economic management authority and other relevant administrative management of the Municipal People's Government. functions. Article 6 The High-tech Zone Management Committee shall exercise the following powers in accordance with the law:
(1) Implement laws, regulations and decisions and orders of superior state administrative agencies, and formulate and implement specific management regulations for the High-tech Zone;

(5) Other matters assigned by the Municipal People’s Government. Article 7 The High-tech Zone Management Committee may establish functional agencies within the approved establishment amount based on actual work needs and in accordance with the principles of science, simplicity, and efficiency.

Article 10 The Municipal People's Government shall organize the preparation of the overall urban plan to ensure the development needs of the high-tech zone and make overall arrangements for various constructions. The regulatory detailed planning within the High-tech Zone shall be prepared by the urban and rural planning department of the Municipal People's Government based on the city's overall plan, and the opinions of the High-tech Zone Management Committee shall be solicited. Article 11 For functions stipulated in laws and regulations such as land and resource management that need to be undertaken by the relevant administrative departments of the Municipal People's Government, the administrative departments may establish dispatched offices in the High-tech Zone in accordance with relevant regulations.
Support vertically led departments and institutions at the national and provincial levels to set up branches, dispatched agencies or assign dispatched personnel in high-tech zones. Article 12 The high-tech zone shall promote the integrated construction of production, teaching, scientific research and community services with the science and technology parks of colleges and universities in the zone. Article 13 Any unit or individual may invest, establish an enterprise or establish an institution in the Hi-tech Zone in accordance with the law.
Enterprises established by entities and individuals in high-tech zones that are in the high-tech fields supported by the state and are recognized in accordance with the law will enjoy relevant preferential policies for high-tech enterprises. Article 14: Encourage scientific and technological personnel to establish enterprises by investing in intangible assets such as intellectual property rights and scientific and technological achievements as shares.
If the investment is made in the form of intellectual property rights and other scientific and technological achievements that can be valued in currency and transferred in accordance with the law, the proportion of the investment in the registered capital of the enterprise can be negotiated and agreed upon by the parties to the investment in accordance with the law. However, if the investment is made in the form of state-owned assets , should comply with relevant state-owned asset management regulations.
Investors can make capital contributions using claims that can be valued in currency and transferred in accordance with the law. Article 15: Support social organizations to participate in the construction of high-tech zones, carry out economic and technological exchanges and cooperation, help enterprises explore international markets, and promote brands.

Article 16: Encourage units and individuals to establish incubators and other intermediary service institutions in the high-tech zones such as science and technology parks, entrepreneurship parks, and entrepreneurship service centers.
Eligible science and technology parks, entrepreneurial parks, entrepreneurial service centers and other incubators and other intermediary service institutions are recognized in accordance with the law and enjoy preferential policies stipulated by the state, provinces and municipalities. Article 17: Encourage agencies, groups, enterprises, universities and other diverse entities to build public technological innovation platforms aimed at improving independent innovation capabilities in high-tech zones; encourage enterprises, universities, and scientific and technological research and development institutions to undertake national, provincial, and provincial Municipal scientific research project.
