Hangjinhou Banner belonged to Jiuyuan County of Zhao State as early as the Warring States Period. After Qin unified China, it belonged to Jiuyuan County of Qin State and later to Xiongnu State. Han is the land of Shuofang County. During the Northern and Southern Dynasties, it belonged to the former Zhao, the later Zhao, the former Qin, the later Qin, the Li Sui, the Tang, the Song, the Liao, the Jin, the Xia, the Yuan, the Ming and the early Qing Dynasties. It was once the territory of Fengzhou, Wuyuan County, Jiuyuan County and Xixia.
in the Qing dynasty, the league flag was set up here, which was a part of Dalat and Hangjinqi, and was under the jurisdiction of Wuyuan Hall in the late Qing dynasty. In 1912, it was renamed Wuyuan County, where banners and counties coexisted and Mongolian and Chinese were divided. In 1925, it was under the jurisdiction of Linhe Administration Bureau. In 1929, it was under the jurisdiction of fourth area, the third district of Linhe County. In 1942, Fu Zuoyi implemented a new county system in Hetao area and set up Micang County. In 1953, it was renamed Hangjinhou Banner.

Hangjinhou Banner has flat land and fertile soil, and is endowed with unique conditions for developing agriculture and animal husbandry. It is a commodity grain base in China. Spark sunflower enjoys a good reputation all over the country for its excellent quality. Shahai "Luyuan" Lycium barbarum is exported at home and abroad, and selenium-enriched wheat and Hetao honeydew melon are also welcomed by consumers. A large number of well-known enterprises represented by Hetao Liquor Group, such as Yili, Tunhe, Hetao Wood, Fumeng, Haohaoda, Temir, Dahuotao and Mingxing, have become the leading enterprises of the whole flag. Hetao King, Hetao Laojiao and Yushanchun series wines produced by Hetao Liquor Group are well-known both inside and outside the region, and the trademark of "Hetao" is a well-known trademark in China. Hetao Liquor Group has kept Bayannaoer City paying profits and taxes for 1 consecutive years, and its economic indicators have been ranked first in the same industry in the whole region for 8 consecutive years.
For tourists, Hangjinhou Banner has convenient transportation and highways extending in all directions. There are Huangtuan, Luha and Biedeng highways in the north and south, and Wuwu Highway in the east and west. The total mileage of the whole flag highway is 17 kilometers, including 41 kilometers of black pavement, which realizes the oil passage between towns and villages. The highway density reaches 1.3 kilometers per square kilometer. Harbin-Kaifeng Expressway, National Highway 11 and Jinglan Railway pass through the territory, while Lince Railway crosses the flag territory.

Hangjinhouqi tourism is still in its infancy, and the main scenic spots include Toudaoqiao Resort, Wulanbuhe Sand Industry Project Area, Baolian Temple, Inner Mongolia Wine Culture Museum and Zouxikou Folk Village.
