What cannot be brought into Hong Kong?

Immigration declaration

Any passenger entering Hong Kong at the immigration point must declare the dutiable goods (alcohol, tobacco, cigarettes and cigars) that exceed the duty-free concession quantity. Declare to customs officers.

Duty-free discounts

Duty-free discounts for inbound tourists

The tax-free discounts for tobacco and alcohol for inbound tourists are as follows:

(i) 1 liter at Celsius Drinking alcoholic beverages with an alcohol concentration of more than 30% by volume measured at a temperature of 20 degrees; and

(ii) 60 cigarettes or 15 cigars or 75 grams of other manufactured tobacco.

Travellers must be at least 18 years old before they can bring the above goods into Hong Kong duty-free for their own use. Passengers holding Hong Kong identity cards must leave Hong Kong for no less than 24 hours to enjoy the above tax-free discounts.

Verification Measures

In order to determine whether the passenger is eligible to enjoy the duty-free discount, customs officers may require the incoming passenger to present his or her Hong Kong identity card to verify whether the passenger has been out of Hong Kong for not less than 24 days Hour.

Note

If an inbound passenger fails to declare to customs officers the dutiable goods in his possession that exceed the duty-free preferential quantity, or makes a false or incomplete declaration, he may Prosecuted.

Prohibited/Controlled Items

Hong Kong prohibits dangerous drugs, psychotropic substances, controlled chemicals, antibiotics, firearms, ammunition, firecrackers and fireworks, strategic items, rough diamonds, The import and export of textiles, animals, plants, endangered species, telecommunications equipment, game, meat and poultry are subject to legal controls. Unless exempted by law, these items must obtain a valid license or permit issued by the relevant authorities before they can be imported or exported.

Travellers who bring any of the above prohibited or controlled items into/out of Hong Kong without a valid license or permit may be prosecuted and the relevant items will be seized and confiscated.

Travellers who bring any unauthorized decoders into/out of Hong Kong may be prosecuted. An unapproved decoder is a decoder that enables people to watch code-locked TV programs provided under a license and which are subject to a viewing fee in decoded form without having to pay a viewing fee.

Travellers should also note that the authorities have deployed customs search dogs to patrol various entry and exit checkpoints.

Common prohibited/controlled items are as follows:

Dangerous drugs and psychotropic substances

Opium, morphine, heroin (commonly known as white powder), methadone, narcotics Analgesics, marijuana (commonly known as grass), lysergic acid diethylamine (commonly known as black sesame or Fingba), cocaine, ketamine (commonly known as K-boy), oxybutyric acid (commonly known as rape water), amphetamines ( For example, methamphetamine (commonly known as ice), methylenedioxymethamphetamine (commonly known as ecstasy), alpha-alpha dimethyl phenylethylamine (commonly known as Dali Pill)), benzodiazepines ( For example, chlordiazepoxide (commonly known as mung bean), midazolam (commonly known as Smurf), sulfazepam, flunitrazepam (commonly known as cross), triazolam, nitrazepam, diazepam (commonly known as Roche No. 5, Roche No. 10) No.)), zopiclone, barbiturate (such as socobarbital, methyl ketone (commonly known as Hud)) and other hallucinogens, depressants, stimulants and sedatives.

Controlled chemicals

Firearms, ammunition and weapons

Travellers who bring any firearms or ammunition into/out of Hong Kong without a valid permit may be prosecuted. In addition to being exempted from the law, it is also illegal to possess "imitation firearms".

Passengers’ “weapons” include Chinese darts, gravity knives, gravity-operated steel rods, knuckle dusters, chains with handles, spring steel rods, any spring or other mechanical/electric device Knives with exposed blades and any weapons with blades/points brought into/out of Hong Kong are subject to prosecution.

Note:

"Firearm" refers to any firearm; a long-range airgun/airsoft/pistol-type that can fire any projectile, bullet or projectile with a muzzle energy exceeding 2 Joules Air guns; electroshock devices; guns/pistols or other propellers/projectiles from which or by which projectiles containing gases or chemicals are discharged; any weapon that discharges noxious liquids/gases/powders; and harpoons or fish gun.

Animals and Plants

The import/export of any animals, birds, reptiles, plants, pesticides, soil and plant diseases and insect pests in Hong Kong must be approved by the Director of Agriculture, Fisheries and Conservation in advance A valid license or permit issued.

Animals imported for food must be accompanied by a valid health certificate issued by the local poultry and animal health authority and an import permit issued by the Director of Agriculture, Fisheries and Conservation.

As for the import of cut flowers/vegetables/non-endangered plants produced in mainland China, no import license or certificate is required.

Animals, birds or reptiles transshipped through Hong Kong must also obtain a valid special permit issued by the Director of Agriculture, Fisheries and Conservation.

Hong Kong has quarantine restrictions on imported dogs or cats. When transported, these animals should be placed in baskets, crates, cages or suitable containers. In addition, the relevant provisions of the Prevention of Cruelty to Animals Ordinance (Cap. 169) must also be complied with.

Endangered species

Unless exempted by law, import/export in Hong Kong any endangered species (whether alive or dead) or their parts/finished products, such as specimens, skins, horns, meat , medicines, ivory carvings and ornaments must obtain a license in advance.

The following are some examples of endangered animals and plants:

Animals

Monkeys, elephants, wild cats (tiger, leopard, tiger cat, etc.), rhino, Bears, hippos, saigas, musk deer, pangolins, sea turtles, tortoises, crocodiles, monitor lizards, dragonfish, eagles, owls, parrots, giant clams and corals.

Plants

Orchids, cacti, American ginseng, pitcher plants, flytraps, certain types of air grass, gastrodia elata, dendrobium and agarwood.

Game, meat, poultry and smokeless tobacco products

It is an offense for travelers to bring any meat or poultry into Hong Kong without a valid health certificate. Prior approval from the Director of Food and Environmental Hygiene is also required before importing any game meat (e.g. venison, civet) into Hong Kong. In addition, the importation of dog/cat meat or smokeless tobacco products is also strictly prohibited by law.

Firecrackers, fireworks or explosions

Fireworks, firecrackers, gunpowder paper, Christmas crackers, pyrotechnics or other explosives.

Counterfeit goods and copyright-infringing items

If travelers bring counterfeit goods with counterfeit trademarks/false trade descriptions (such as watches, handbags and clothing) or infringing copies of copyrighted works (such as computer software, movies, music or computer/TV games) Optical discs) brought into/out of Hong Kong may be prosecuted.

Telecommunications Equipment

If a traveler, for trade or business purposes, uses equipment that transmits by radio waves without a valid license or permit, or any component of any such equipment ( For example, mobile phones and walkie-talkies) brought into/out of Hong Kong may be prosecuted. Strategic Items

Strategic items include military items and those that can be used for industrial or military purposes A wide range of items (such as chemicals, electronic components, computers, telecommunications equipment, and items that can be used in the development/production of chemical, biological or nuclear weapons).
