1. Training objects
Continuing education on publicly required intellectual property subjects is a national continuing education popularization training project. It is an important part of the continuing education for professional and technical personnel during the "Eleventh Five-Year Plan" period. It is targeted at current employees of all fields. 2. Training content
The training content of continuing education for public required subjects of intellectual property is the basic knowledge of intellectual property. The textbook is the "Intellectual Property Public Course" jointly prepared by the Ministry of Personnel and the State Intellectual Property Office and published by China Personnel Press. At the same time, intellectual property related policies, regulations, cases, and Online courses, courseware, etc. are available for technical personnel to learn for free.
3. Training methods
Training on public intellectual property subjects is mainly self-study in an organized, planned and tutored manner. Each unit can organize teacher training classes, key training classes, special training classes, discussion exchanges, online training and other methods to carry out training as appropriate. It is necessary to make full use of various forms such as radio and television, newspapers and magazines, knowledge competitions, speeches and seminars to carry out intellectual property popularization training activities and enhance the training effect.
4. Time Arrangement
The training time for continuing education in publicly required intellectual property subjects can be controlled at about one-third of the annual off-duty continuing education hours stipulated by the state, that is, 4 days or 24 hours. The training across the province started in July this year and will end before the end of December.
5. Training Materials
The training materials for public intellectual property subjects across the province use the "Intellectual Property Public *** Tutorial" compiled by the Ministry of Personnel and the State Intellectual Property Office ( CD included, priced at 27 yuan). In order to reduce costs, the teaching materials are uniformly ordered by the Provincial Personnel Department. All cities, departments, and units are required to report the quantity of textbooks to the Education and Training Office of the Provincial Department of Personnel before July 10.
6. Organizational Leadership
According to the requirements of the Ministry of Personnel, continuing education on publicly required subjects in intellectual property is jointly organized and implemented by the personnel department and the intellectual property department, and is included in the overall national intellectual property strategy. planning. Each municipal personnel bureau, together with the local science and technology department and intellectual property department, is specifically responsible for the organization of training in the region. Training for provincial departments (units) is organized by the personnel (education, training) department of the department (unit). Human resources departments at all levels should effectively strengthen the organization and leadership of this training event, and carefully organize professional and technical personnel in their regions and departments to participate in training on public intellectual property subjects, so that all trainees can participate in the training. Education and training funds at all levels should focus on ensuring this training activity and actively favor it. It is necessary to adhere to the public welfare nature of continuing education public-need subject training, and it is strictly prohibited to take the opportunity to hold training for profit, and it is strictly prohibited to charge for taking exams. After the training, the municipal personnel bureaus, provincial departments (units), and colleges and universities will organize propositional examinations, and the examination results will be recorded in the "Shandong Province Continuing Education Credit Certificate for Professional and Technical Personnel". After the completion of the continuing education for public intellectual property subjects, all cities and departments (units) must carefully conduct inspections and summaries. The summary reports will be submitted to the Provincial Department of Personnel before the end of December, and the Provincial Personnel Department will organize forces to conduct inspection and acceptance.
