According to Article 16 of the "Registration and Management Measures for Collective Trademarks and Certification Marks" (2003),

When applying for the transfer of a collective trademark or certification mark, the transferee should have the corresponding entities Qualifications and compliance with the provisions of the Trademark Law, Implementing Regulations and these Measures. If a collective trademark or certification mark is transferred, the rights successor shall have the corresponding subject qualifications and comply with the provisions of the Trademark Law, Implementing Regulations and these Measures.

Therefore, transfer is possible according to the law.
