The application for a commercial franchise license is as follows:
1. The enterprise applies for filing to the Municipal Commerce Bureau and submits materials to obtain the login number and password of the Ministry of Commerce Commercial Franchise Management System;

2. The enterprise obtains the login number and password, logs into the Commercial Franchise Information Management System of the Ministry of Commerce to fill in the filing materials, and provides paper filing materials to the Municipal Commerce Bureau;
3. The Municipal Commerce Bureau shall comply with The filing management measures require verification of materials and filing of qualified enterprises.
Franchising means that an enterprise licenses its trade name, trademark, service mark, trade secrets, etc. to an operator under certain conditions, allowing him to engage in the same business as the licensor within a certain area.
The conditions that need to be met when applying for commercial franchise registration are:
1. Enterprises with registered trademarks, corporate logos, patents, proprietary technologies and other business resources.
2. Those engaged in franchising activities should have a mature business model and the ability to continuously provide business guidance, technical support, business training and other services to franchisees.
3. The franchisor engaging in franchising activities should have at least 2 directly-operated stores and the operating time should be more than 1 year.
4. The first franchise contract has been signed.

Article 8
The franchisor shall sign a franchise contract for the first time Within 15 days from the date of filing, it shall be filed with the competent commerce department in accordance with the provisions of these Regulations. Those who engage in franchising activities within the scope of a province, autonomous region, or municipality directly under the Central Government shall file a record with the competent commerce department of the people's government of the province, autonomous region, or municipality directly under the Central Government; those who engage in franchising activities across provinces, autonomous regions, or municipalities directly under the Central Government shall file a record with the commerce department of the State Council.
The franchisor shall submit the following documents and materials when filing with the competent commerce department:
(1) A copy of the business license or a copy of the enterprise registration (registration) certificate;
(2) Franchise contract sample;
(3) Franchise operation manual;
(4) Marketing plan;
(5) A written commitment and relevant supporting materials indicating that it complies with the provisions of Article 7 of these Regulations;
(6) Other documents and materials specified by the commerce department of the State Council.
If franchised products or services require approval according to law before they can be operated, the franchisor shall also submit relevant approval documents.
