2. Application process for information system construction and service capability assessment

1. The applicant enterprise independently selects the assessment institution and submits the assessment application;

2. After the appraisal institution determines to accept the appraisal, it will sign an appraisal contract with the applicant enterprise;

3. The applicant enterprise submits the evaluation data to the evaluation agency, and the evaluation agency reviews the documents;

4. After the documents are reviewed and approved, the assessment agency will conduct on-site assessment;

5. after the on-site assessment, the assessment agency makes the assessment conclusions recommended by the agency and issues the assessment report;

6. The applicant enterprises recommended by the appraisal institutions as CS1 (initial level) and CS2 (basic level) appraisal conclusions shall be submitted to the appraisal department for filing and examination, and then the final appraisal results shall be obtained; The initial application level shall not be higher than CS2 level (basic level). During the validity period of the certificate, it can be upgraded step by step after reaching a certain number of years and ability requirements, and it is not allowed to apply across levels;

7. For the applicant enterprise recommended by the evaluation agency as the CS3 (good level) evaluation conclusion, the expert committee will hold regular expert appraisal meetings to review and appraise the authenticity, suitability and effectiveness of the applicant enterprise in meeting the capability requirements, and get the final evaluation result;

8. For the applicant enterprises recommended by the assessment agencies as CS4 (excellent) and CS5 (outstanding) assessment conclusions, the expert committee will hold regular expert appraisal meetings to apply for on-site defense (on-site defense is not required during re-assessment), so as to review and evaluate the authenticity, suitability and effectiveness of the applicant enterprises in meeting the capacity requirements, and get the final assessment results.
