Stipulates the content that must be marked on cosmetics labels:

1. The name of the cosmetics

2. The name of the manufacturer and address; imported cosmetics should be marked with the name of the country or region of origin (referring to Hong Kong, Macau, Taiwan) and the name and address of the agent, importer or distributor registered in China in accordance with the law. The name and address of the producer need not be marked. address.

3. Net content. The labeling of net content shall be carried out in accordance with the "Measurements for the Supervision and Administration of Measurement of Quantitative Packaged Commodities". For liquid cosmetics, the net content is indicated by volume; for solid cosmetics, the net content is indicated by mass; for semi-solid or viscous cosmetics, the net content is indicated by mass or volume.

4. Cosmetic ingredients, the cosmetic ingredient list (this clause must be implemented from November 14, 2009) should truly label the names of all ingredients of cosmetics. The ingredient list should be introduced with the introductory words "Ingredients:". The order of labeling is:

①The names of ingredients in the ingredient list should be listed in descending order of added amounts. If two or more ingredient names are marked on the same line in the ingredient list, separate them with "," between each ingredient name;

② If the added amount of the ingredient is less than and equal to 1 When the ingredient is added in an amount greater than 1, the ingredient names can be arranged in any order;

③When multi-color cosmetics label colorants, the words "may contain colorants" should be pointed out at the end of the ingredient list. Agent:" as an introductory phrase, and then all color ranges of colorants can be arranged in any order.

Marked ingredient names:

①The labeled ingredient names should be those in the "International Nomenclature of Cosmetic Ingredients (INCI) Chinese Translation" (see Appendix A). If the ingredient has a name not covered by the "International Nomenclature of Cosmetic Ingredients (INCI) Chinese Translation", the name, chemical name or botanical name of the People's Republic of China and the Chinese Pharmacopoeia can be used in turn;

② The spices, auxiliary ingredients and carriers in the essence do not need to be marked with their respective ingredient names, but are listed in the ingredient list using the word "fragrance";

③The name of the colorant uses the colorant index number (dye index (No.) plus the colorant index number, such as: "Cl12010", "C15630 (3)", etc. If the colorant does not have an index number, the Chinese name of the colorant can be used.

When the ingredient list cannot be marked due to the shape and/or volume of the cosmetics sales package, the font size can be reduced appropriately, or the labeling can be done in the above "label format" (2), (3).

5. Shelf life, the shelf life should be determined in the following two ways

① Production date and shelf life;

② Production batch number and expiration date.

Marking method:

① Marking of production date: use the guideline such as "production date" or "see packaging for production date", and the date is based on a 4-digit year and a 2-digit month. and the order of the 2-digit day. For example, if marked: "Production date

20020112" or "Production date see packaging" and "20020112" on the packaging, it means production on January 12, 2002;

②The shelf life is marked: "Shelf life "Use before" or "Expiration date, see packaging" and other instructions, the date is in the order of 4-digit year, 2-digit month and 2-digit day.

In addition to the production batch number, the eight-period use limit or the production date and shelf life should be marked on the visible surface of the cosmetics sales package.

6. Production license number, health license number and product standard number.

7. Imported cosmetics for non-special purposes should be marked with the imported cosmetics health license registration number.

8. Special-purpose cosmetics should be marked with the special-purpose cosmetics approval number.

9. Safety warning words required by relevant national laws and regulations or required according to the characteristics of cosmetics, use "Caution:" or "Warning:" as the guide.

10. When necessary, the cosmetics usage guidelines or illustrations of the usage guidelines should be marked.

11. When necessary, storage conditions that meet the shelf life or expiration date should be marked.

12. Contents that express or imply medical effects are not allowed.

The product name and net content should be marked on the display surface of the sales package, and the product name should be marked in a prominent position.
