Section 4 Charging Standards

Article 22 Motor vehicle registration service stations can only collect administrative fees, and provide free forms, payment and purchasing outlets. Chapter 4 Establishment Conditions and Application Process

Article 24 Enterprises applying to open motor vehicle registration service stations shall meet the following requirements:

(2) It has a fixed business location, operates with integrity and pays taxes and social insurance in accordance with the law;

For other registration service stations, the traffic police detachment of the Municipal Public Security Bureau will organize a preliminary acceptance within 10 working days after receiving the application, and then submit it to the Provincial Public Security Department Traffic Management Bureau for on-site acceptance. Article 29 If the address of the motor vehicle registration service station is moved, it must be reported to the Vehicle Management Office of the Traffic Police Detachment of the Municipal Public Security Bureau for approval. If the legal person or business scope of the applicant enterprise changes, which affects the original approved content or requires additional approved items, the applicant enterprise shall re-apply in accordance with the requirements of Chapter 4 of these regulations.

The traffic management departments of public security organs at all levels shall not suspend or revoke the business authorization of motor vehicle registration service stations without reason. If business authorization needs to be suspended or revoked due to special reasons, it should be reported to the Traffic Management Bureau of the Provincial Public Security Department for filing.

Article 30: All localities should announce the application conditions and approval procedures for motor vehicle registration service stations to the public and openly accept applications.

For the registration service station applied for establishment, the authorized traffic police detachment of the Municipal Public Security Bureau shall publicize the registration service station through the Internet and the police public column in the registration hall for no less than 15 days before approval.

Chapter 5 Supervision and Management

Article 31 Motor vehicle registration service stations should set up a public column to announce the relevant regulations, charging standards, processing procedures, and provincial regulations for each business. Article 35: Traffic management departments of public security organs at all levels shall establish files for auxiliary staff of motor vehicle registration service stations within their jurisdiction, and accurately set user permissions in the computer system according to the authorized business scope; auxiliary staff shall conduct job exchanges and rotation, relevant user information should be updated in the computer system in a timely manner.

Chapter 6 Violation Treatment

Article 36 If a motor vehicle registration service station has any of the following circumstances, it will be given a warning and ordered to make corrections:

Article 37 If a motor vehicle registration service station has any of the following circumstances, its business authorization will be suspended for 3 months and ordered to make rectifications:

Article 38 If a motor vehicle registration service station violates its commitment and falls under any of the following circumstances, its business authorization will be revoked directly and permanently:

Article 39 If anyone authorizes a motor vehicle registration service station that does not meet the establishment conditions in violation of regulations, or authorizes services beyond the prescribed scope, or commits fraud during on-site acceptance, the authorized motor vehicle registration service The site is invalid. Article 40 If any auxiliary staff member of a motor vehicle registration service station violates the regulations, he or she shall be dismissed and may not be employed or handle vehicle maintenance services in the future; if he or she violates the law, he or she shall be held accountable in accordance with the law.

If the vehicle management office fails to review and supervise in place, or loses control, resulting in serious consequences, the reviewers and supervisors will be held accountable.

Chapter 7 Supplementary Provisions

Article 41 The traffic police detachment of each municipal public security bureau may formulate implementation details based on these regulations and the actual conditions of each place. Article 43 These regulations will come into effect on December 1, 2016.
