Article 9: Support the cultivation of human resources service organizations with core products, good growth potential, and strong competitiveness through mergers, acquisitions, reorganizations, alliances, etc. Encourage the development of small and medium-sized professional human resources service organizations with characteristics and potential, and cultivate competitive provincial and municipal human resources service groups.
Encourage human resources service agencies to apply for registered service trademarks and carry out independent brand building. Support human resources service agencies to participate in the list of key enterprises in the service industry and the list of high-tech enterprises. Encourage human resources service agencies to establish various talent pools in colleges and universities, scientific research institutes, enterprises, etc., and recommend urgently needed talents to employers. People's governments at or above the county level may guide or entrust human resources service agencies to carry out talent introduction work based on the talent needs of key industries and key industries. Human resources service agencies with outstanding performance in introducing talents will be rewarded according to the level, quantity and scale of the introduced talents. Article 14: Human resources service agencies are encouraged to orderly undertake talent introduction, talent mobility, talent service and other projects transferred by the government, and subsidies are provided in accordance with relevant regulations.
