Article 2 These Measures apply to the exported automobile products of all domestic manufacturing enterprises (including Sino-foreign joint venture manufacturing enterprises and wholly foreign-owned manufacturing enterprises using Chinese trademarks). Article 3 The State Administration for Commodity Inspection, in conjunction with China National Automobile Industry Corporation (hereinafter referred to as "China Automotive Industry Corporation"), is fully responsible for the issuance and management of export automobile product quality licenses (hereinafter referred to as "Quality Licenses"). Article 4 The State Administration for Commodity Inspection shall establish the import and export commodity inspection bureaus in various provinces, autonomous regions, municipalities directly under the Central Government, Xiamen, Chongqing, Shenzhen and other places, as well as the automobile industry authorities or mechanical and electronic departments of each province, autonomous region, municipality directly under the Central Government and cities under separate state planning (hereinafter referred to as The local Commodity Inspection Bureau and the automotive industry authorities) are responsible for the assessment and regular supervision and management of quality licenses in their regions. Article 5 The testing unit approved by the State Administration for Commodity Inspection and China Automotive Industry Corporation (hereinafter referred to as the “testing unit”) shall be responsible for the testing of export automobile product quality licenses. The assessment of enterprise production conditions is jointly responsible for the local Commodity Inspection Bureau and the automobile industry authorities. After review, assessment and approval according to relevant regulations, qualified commodity inspection bureaus can also undertake the testing of designated products. Article 6 The State Administration for Commodity Inspection and China Automotive Industry Corporation shall jointly release the "Product Catalog for Quality License for Export Automotive Products" (hereinafter referred to as the "Quality License Product Catalog") in phases. Article 7: All automobile products included in the "Quality License Product Catalog" shall apply for a quality license within the prescribed period. Products without quality licenses are not allowed to be exported. Special vehicles (including trial prototypes) must be approved by the State Administration for Commodity Inspection and China Automotive Industry Corporation before they can be exported.
Automotive products subject to quality licenses shall be inspected and released by the customs based on the inspection certificate and release form issued by the Commodity Inspection Bureau or the seal stamped on the "Customs Declaration Form". Chapter 2 Necessary Conditions for Obtaining a Quality License Article 8 Necessary Conditions for Applying for a Quality License Product
(1) The product should be formally finalized, mass-produced, and produced and sold stably for more than one year.
(2) Products should reach the first-class level of the "Automotive Product Quality Inspection and Assessment" series of standards promulgated by China Automotive Industry Corporation or the "Automotive Parts Quality Grading Regulations".
(3) New products or products with partial changes to the basic model, in addition to complying with the requirements of paragraph (1) or (2), should also comply with the "Automotive Products" issued by the former China Federation of Automobile Manufacturers. Development Interim Management Measures.
(4) In foreign trade contracts or agreements, products with agreed inspection standards and quality requirements (including products processed with drawings and samples) should meet the inspection standards and quality requirements stipulated in the contract or agreement.
(5) For products that have been exported for many years, have stable quality and enjoy good reputation abroad, but are temporarily unable to implement national and industry standards and "Grading Regulations", they should comply with the regulations formulated by the enterprise and be approved by China Automotive Industry Corporation transitional standard requirements.
(6) Product packaging, anti-corrosion performance, etc., in addition to complying with the requirements of GB193 standard, should also comply with the requirements of the Ministry of Economy and Trade, the State Administration for Commodity Inspection and China Automotive Industry Corporation on the packaging and anti-corrosion performance of exported automotive products. Required regulations. Article 9 Necessary conditions for enterprises applying for quality license
(1) Have complete, unified and correct product drawings, technical documents and inspection procedures.
(2) Have production equipment, process equipment, inspection instruments, test equipment, and measuring instruments that are suitable for the product batch size.
(3) Have corresponding professional and technical personnel, skilled workers and measurement and inspection personnel, and be able to conduct production and inspection in strict accordance with drawings, process documents and technical standards.
(4) An effective quality assurance system and civilized production management and assessment system have been established to ensure balanced production and complete export tasks with guaranteed quality and quantity.
(5) It has passed the enterprise measurement grading and reached level three or above (including level three) measurement certification.
(6) Pass the review in accordance with the "Measures for Review of Production Conditions of Export Automotive Products Enterprises" (hereinafter referred to as the "Measures for Review", see Appendix 1). The conditions for Sino-foreign joint ventures operated and managed by foreign manufacturers that produce automobile products for export or wholly foreign-owned manufacturing enterprises using Chinese trademarks shall be reviewed in accordance with the "Export Mechanical and Electrical Product Quality License Factory Production Conditions for Enterprises Operated and Managed by Foreign Manufacturers" promulgated by the State Administration of Commodity Inspection. (1) The manufacturing enterprise shall obtain the "Application Form for Export Automotive Product Quality License" (hereinafter referred to as the "Application Form", see Appendix 2) from the local Commodity Inspection Bureau. The application form shall be in duplicate. Six copies, one of which is the original and five of which are copies (copies can be made, but the seal is not allowed to be copied). Please see Appendix 3 for the application review and handling procedures.
(2) After the opinions signed by the enterprise supervisory unit and the automobile industry supervisory department, the local Commodity Inspection Bureau shall be responsible for sampling and sealing the applied products, and filling out the "Export Automobile Product Quality License Inspection Sampling Registration" Form" (hereinafter referred to as the "Sampling Registration Form").
(3) The production enterprise shall submit the "Sampling Registration Form" together with the "Application Form" and technical information to the testing unit.
(4) The testing unit shall test the samples in accordance with the requirements of Article 8 of these Measures, submit a test report, sign an opinion on the application form, and submit it to the local Commodity Inspection Bureau.
(5) After the product passes the test, the local Commodity Inspection Bureau, together with the automotive industry authorities, will review the production conditions of the enterprise in accordance with the requirements of Article 9 of these Measures, submit an review report, and submit it on the application form. (6) After the enterprise's production conditions and product quality meet the requirements, the local Commodity Inspection Bureau will submit the application, review report, product testing report, technical data, etc. to China Automotive Corporation for centralized review and sign approval opinions , and finally report to the State Commodity Inspection Bureau for approval and issue a quality license.
