Who are the interested parties in trademark law?

Stakeholders are not limited to trademark owners and licensed trademark owners. As the name suggests, it involves everyone who has an interest in the trademark. If I started using a trademark 20 years ago but never registered it, and it was registered by my partner or someone I know in the same area, then both I and the other party would be interested parties in the trademark. In addition, bona fide third parties are excluded.
